III. Other Matters
1. Draft MacArthur Park Dcsign Guidelines Lakota Presentation and Discussion
The Lakota Group gave a presentation to the Commission. Commissioner
Jones said she loved the direction that the project is going. She said she was
concerned that the section of substitute materials might be confusing for
applicants as it is currently written. It should be very clear when substitute
materials are currently considered inappropriate.
Commissioner Fennell suggested that each chapter have a color -coded tab
on the sides of the page for the relevant chapter to make it easier to navigate
the physical copy of the document. Several Commission members advocated
for hyperlinks throughout the digital version of the document to assist in
moving through chapters.
Siraj Asfahani, Vice President of The Lakota Group, suggested that each
chapter title in table of contents hyperlink to the first page of the chapter for
each section. The Commission agreed.
Commission Nunn said that he was very pleased with the draft Guidelines.
Nunn suggested that general paint color palettes be provided in the document
as recommendations to assist property owners interested in historic color
schemes coordinated with the architectural style of their property.
Commissioner Aleman asked how does the draft Guidelines document
compare to the existing Guidelines. Douglas Kaarre, Senior Associate with
The Lakota Group, said that both documents are required to follow the
Secretary of Interior's Standards for Rehabilitation and that the update to the
document was built on top of the existing Guidelines. Kaarre said the Lakota
team appreciated the work of City staff throughout the process to assist them
in keeping with the intentions of the Commission and neighborhood.
Commissioner Fennell said he was concerned with the reference in the
substitute material section of the Guidelines of vinyl siding having a similar
environmental impact as wood siding regarding discussions of sustainability.
Fennell advocated that this was not the case when utilizing locally sourced
Arkansas timberfor projects located in Arkansas. He was not convinced in the
research behind this conclusion and advocated that it be removed from the
Guidelines.

OTHER MATTERS NO.: TWO Ordinance Amendment: Administrative Review
Ratzlaff reminded Commissioners to provide any comments to her today or
the next day for her to compile and provide to The Lakota Group as they draft
and format the final document. Ratzlaff clarified that public comment on the
draft Guidelines was open until July 26th and then the next round of public
comment would gather comments regarding the final draft Guidelines.
VII. Adjournment
There being no further business for the Commission, the meeting was adjourned
at 5:06 P.M.
