Each facility will fulfill the need for "human care services" best provided for within a residential environment. SITE: Neighboring property across from the site to the East and to the South is residential, to the north directly bordering the site is residential and across from the site to the West is Mitchell Elementary School. Property site characteristics include an existing structure to the North with the remaining portion of the property undeveloped, large existing trees, well -drained with gradual slope to the southwest, adequate utility service at boundary of property with no utilities traversing site below or above grade, heavy traffic volume on Roosevelt, moderate traffic on Battery at Mitchell Elementary School. PHASE I - RESIDENTIAL CARE FACILITY GENERAL: The proposed Residential Care Facility offers the needed housing for those individuals limited by age, income and abilities but yet are independently mobile to the extent of not requiring institutional care in a hospital or nursing home. DEFINITION: As defined in the Regulations for Long Term Residential Care Facilities, Department of Human Services, State of Arkansas, "Residential Care Facility shall be defined as a building or structure which is used or maintained to provide, for pay on a 24 hour basis, a place of residence and board for three or more individuals whose functional capabilities have been impaired but do not require hospital or nursing home care on a daily basis but could require other assistance in activities of daily living as defined in these regulations. Only self-administered medication can be utilized by these residents. A Residential Care Facility should not be confused with traditional boarding homes / room and lodging facilities that provide only room and board services". LICENSURE: Licensing by the Office of Long Term Care, Department of Human Services, State of Arkansas is mandatory for the operation of the Residential Care Facility. Project planning, building construction and facility administration are reviewed and monitored for adherence to regulations and requirements governing licensing. Page 1 of 3 BUILDING CONSTRUCTION & AREA: The Residential Care Facility shall be comprised of two components, 1) an existing two-story structure with a new addition, 6400 SF total, and 2) a new single -story structure, 11,300 SF total, joined to the existing structure. EXISTING STRUCTURE: Two-story Victorian residence with addition, wood -framed, wood siding, wood rafter roof structure, composition shingle roof, wood joist and pier floor framing with crawl space, perimeter masonry foundation wall with continuous concrete footing. Interior wall and ceiling systems of wood framed construction with gypsum board having minimum one hour fire rating. Floor coverings of resilient tile and carpeting. New central heating and cooling system. New plumbing and fixtures. New electrical and lighting fixtures. NEW STRUCTURE: Single -story, residential in character, wood framed with brick veneer, trussed rafter roof structure, composition shingle roof, concrete slab -on -grade floor, perimeter masonry foundation wall with continuous concrete footing. Interior wall and ceiling systems shall be wood framed with gypsum board having minimum one hour fire rating. Resilient tile and carpeting at floors. Central heating and cooling system with required electrical and plumbing systems. TOTAL FACILITY: Total area of 17,700 SF, maximum 70 beds, one full bath per 4 residents, baths shall have features for the elderly and handicapped, several lounge and living areas, central dining facility with exterior courtyard, fully equipped kitchen, laundry with linen storage, administrative offices, apartment for facility manager, general storage and mechanical. Services provided for the residents shall include planned group recreation and socialization, dietary services, laundry and linen service, housekeeping and maintenance service, records and administrative services and for visits to physcians and to religious and social functions, transportation services shall be provided. An elderly day care service shall be provided for individuals residing outside of the facility. PARKING: As required in the Zoning Ordinance for this bulding type, .5 parking space shall be provide for each bed with a total of 35 on site spaces including 2 spaces for the handicapped per Handicapped and Accessibility Ordinance. --------------------------------------------------------------------------- PHASE II - DAY CARE CENTER --------------------------------------------------------------------------- GENERAL: The proposed Child Care Center offers the needed temporary care and observation of children who would otherwise be without proper adult supervision at certain times of the day. DEFINITION: As defined by the Minimum Licensing Requirements for Child Care Centers, Department of Human Services, State of Arkansas, "a Child Care Center is defined as any facility conducted under public or private auspices on a profit or non-profit basis providing direct care and protection for children". Page 2 of 3 LICENSURE: Licensing by the Child Care Facility Review Board, Department of Human Services, State of Arkansas is mandatory for the operation of a Child Care Center. Project planning, building construction and facility administration are reviewed and monitored for adherence to regulations and requirements governing licensing. BUILDING CONSTRUCTION & AREA: The Child Care Center shall be a single story building with an area of 3000 SF. Building structure shall be residential in character, wood -framed, brick veneer, trussed rafter roof structure, composition shingle roof, concrete slab -on -grade floor, perimeter masonry foundation wall with continuous conrete footing. Interior wall and ceiling systems shall be wood framed with gypsum board having minimum one hour fire rating. Resilient tile and carpeting at floors. Central heating and cooling system with required electrical and plumbing systems. Child Care Center shall provide for maximum of 60 children, 2-1/2 years of age and above with a child\staff ratio of 1:10 resulting in a maximum of 6 employees plus the Director and administrative secretary. The facility shall include a multi -purpose area for activities, dining and sleeping with kitchen, toilets for adults and children, isolation health room, administrative office, storage and mechanical. PARKING: As required by the Zoning Ordinance for this building type, 1.0 space shall be provided for each employee with a total of 8 on -site spaces for staff parking including 1 space for the handicapped per Handicapped and Accessibility Ordinance. In addition, as required by the Zoning Ordinance, parking space shall be provided for loading and unloading of children at the rate of 1.0 space per 10 children for a total of 6 spaces or 120 lineal feet of curb/walk space.
