Subject: City Water Service to the above property Dear Commissioners and city staff: Upon returning to the states in 1970 from service duty in Vietnam, completing schooling, found permanent work, I bought a small quiet piece of land in 1975 and in 1976 completed building a home. The house was specially designed to meet my physical needs related to my allergies, arthri.tius and knee problems (ramp,doors,etc). The house is also built for energy conservation so utility usage is controlled as much as possible. I have requested Little Rock City water with my west neighbor in 1975 and again in 1986 which provided no water by the planning commission. My neighbor to the east on Lacy Lane, Mr. Reed has met and talked several times with Mr. Wood about the problem and a solution before he (Mr. Reed) had his lot # 4 surveyed with the 20 foot pipe stem. Now with the megalopolis of the area following the 1985 Annexation of the area I am again requesting Little Rock City Water to my home. On Jan. 14, 1988 I requested water again for the third time at the planning commission subcommittee with the pipe stem from the Jesse S. Reed Subdivision for the utility use of water, gas, etc. They agreed I could proceed. Because of the concentration of building now allowed by the Little Rock Planning Commission the well water supply may become unfit for house use. My place has been legally reposted in 1975 and replaced the orginal section line fensing and have fensed and gated the remaining property lines the following years. The fense is for security, neighborhood children control, to control of loss dog problem (which is still present), and wild coyotes this winter. Reploting has uncovered a 8.1.99 foot survey error in the 1/4 section line between section 19 & 24 caused by a range shift between the sections which has not been used from the begining of develop of the area. The neighbors have agreed to the current pins are the property lines. The old air-photographes show the common 1/4 section line which is present today (1937,1950,1974). This subdivision is formed to provide my home (lot 2) with city water and the pipe stem required the reploting of lot # 4 of the Jesse S. Reed Subdivision as lot # 1. I request water_ and from the planning commission a meeting in 1986 and was told all I needed to do was to replot and not use the 1975 plot. The fire marshall currently wants another road to my property to be built acrossed the pipe stem from Lacy Lane. Presently the property is served by a all weather private gravel driveway on a deeded utility and acess right -a -way which semi trucks,and large concrete trucks have used without problems from Montgomery Rd. This home has had three address since 1975 and faces Montgomery Road. Currently the pipe stem will be deeded to me upon the approval of the Little Rock Planning Commissions approval for city water (utility use) and without a road. 1 was annexated into Little Rock and I am currently askingmobleforcihomefollower- The neighbor to the north of me was given citywater annextation.
