2 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
3 16,071 (AUGUST 15, 2023), TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH WITTENBERG, DELONY, &
5 DAVIDSON, INC., IN A REVISED AMOUNT NOT TO EXCEED SEVEN
6 HUNDRED THIRTEEN THOUSAND, TWO HUNDRED DOLLARS
7 ($713,200.00), TO PROVIDE ARCHITECTURAL AND ENGINEERING
8 DESIGN SERVICES FOR THE LITTLE ROCK ZOO BOND PROJECT;
9 AND FOR OTHER PURPOSES.
10 WHEREAS,the City issued a Request for Bids, No. 1967, for Architectural and Engineering Design
11 Services for the Zoo;and,
12 WHEREAS,pursuant to this Bid process,a Selection Committee determined that Wittenberg, Delony
13 & Davidson, Inc. ("WD&D Architects") was the most qualified firm to provide Architectural and
14 Engineering Design Services to re-design the Zoo's front-entry plaza, surrounding animal exhibits and
15 corresponding areas per the Zoo's Master Plan, in an amount not to exceed Three Hundred Fifty Thousand,
16 Five Hundred Dollars($713,200.00);and,
17 WHEREAS,reimbursable expenses from WD&D Architects include:topographic survey; soil testing
18 and report; printing and shipping; and review fees, for a total amount of Twenty Thousand Dollars
19 ($20,000.00); and
20 WHEREAS,in Little Rock,Arkansas Resolution No. 15,071 (August 15,2023),the Board of Directors
21 authorized the City Manager to enter into a contract with WD&D Architects, in an amount not to exceed
22 Three Hundred Fifty Thousand, Five Hundred and 00/100 Dollars ($350,500.00)to provide Architectural
23 and Engineering Design Services to the City of Little Rock Zoo for the Bond Project to re-design the Zoo's
24 front-entry playa,surrounding animal exhibits and corresponding areas per the Zoo's Master Plan; and
25 WHEREAS, the estimated budget for this project has increased and therefore WD&D Architects
26 require additional fees of Three Hundred Sixty-Two Thousand Seven Hundred and 00/100 Dollars
27 ($362,700.00)to align with the updated construction budget for a total amount not to exceed Seven Hundred
28 Thirteen Thousand Two Hundred and 00/100 Dollars($713,200.00).
29 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The City Manager is authorized to enter into an amended agreement with Wittenberg,
32 Delony&Davidson,Inc.for a total amount not to exceed Seven Hundred Thirteen Thousand Two Hundred
33 and 00/100 Dollars($713,200.00)to provide Architectural and Engineering Design Services to the City of

1 Little Rock Zoo for the Bond Project to re-design the Zoo's front-entry plaza,surrounding animal exhibits,
2 and corresponding areas per the Zoo's Master Plan.
3 Section 2. Funding is available from the Limited Tax General Obligation Capital Improvement
4 Bonds,and are available from the Zoo Account No. 332659-72502-B65D016.
5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
9 resolution.
10 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
11 the provisions of this resolution,including but not limited to Resolution No. 15,071 (August 15,2023),are
12 hereby repealed to the extent of such inconsistency.
