HomeMy WebLinkAbout16445 1 RESOLUTION NO. 16,445 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH CIGNA HEALTH AND LIFE INSURANCE 5 COMPANY, IN AN AMOUNT NOT TO EXCEED TWENTY-TWO 6 MILLION DOLLARS ($22,000,000.00), TO PROVIDE GROUP HEALTH 7 INSURANCE FOR THE PERIOD BEGINNING JANUARY 1, 2025, TO 8 DECEMBER 31,2025; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City offers Group Health Insurance for City employees and their dependents;and, 11 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the 12 Insurance Broker selected through the professional service process would have the ability to conduct any 13 competitive selection process for the City of Little Rock's insurance needs in Little Rock,Ark.,Ordinance 14 No.21,442(July 5,2017);and, 15 WHEREAS,a Request for Proposal was issued for Group Health and Cigna Health and Life Insurance 16 Company provided the most attractive quote for the period of January 1,2025,to December 31,2025;and, 17 WHEREAS, the cost is not to exceed Twenty-Two Million Dollars ($22,000,000.00) for the Basic 18 Plan,with shared cost of the dependent coverage with the employee, and to have available for employees 19 two(2)Buy-up Plans for additional coverage for 2025. 20 WHEREAS, Resolution No. 15,782 (September 6, 2022) authorized the initial term of the contract 21 with Cigna Insurance for 2023, with the option to extend the contract for six(6) additional one (1)-year 22 terms; and, 23 WHEREAS,the contract term for 2025 represents year three(3)of a potential seven(7)-year term. 24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The City Manager is authorized to enter into an agreement with Cigna Health and Life 27 Insurance Company for the initial period of January 1, 2025, to December 31, 2025, in an amount not to 28 exceed Twenty-Two Million Dollars ($22,000,000.00.00) for the Basic Plan, with shared cost of the 29 dependent coverage with the employee, and to provide two (2) Buy-up Plan options for employees for 30 additional coverage,at the employee's expense. 31 Section 2. Funds for this contract are included the 2025 budget line item for Group Health Insurance 32. accounting units#100000,#101003,#600001 and accounts#21200,#53200,#21270. [PAGE 1 OF 2] 1 Section 3. Severability. In the event any portion of this Resolution is declared or adjudged to be 2 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 3 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or 4 unconstitutional was not originally a part of this Resolution. 5 Section 4. Repealer.
