3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH VISION CARE SERVICE PLAN INSURANCE
5 COMPANY (VSP), IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 FIFTY-FIVE THOUSAND DOLLARS($155,000.00),TO PROVIDE GROUP
7 VISION INSURANCE FOR THE PERIOD BEGINNING JANUARY 1,2025,
8 TO DECEMBER 31,2025; AND FOR OTHER PURPOSES.

10 WHEREAS,the City offers.Group Vision Insurance for City employees and their dependents;and,
11 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the
12 Insurance Broker selected through the professional service process would have the ability to conduct any
13 competitive selection process for the City of Little Rock's insurance needs in Little Rock,Ark.,Ordinance
14 No.21,442(July 5,2017); and,
15 WHEREAS, Resolution No. 16,106 (September 19, 2023) authorized the initial term of the contract
16 with Vision Care Service Plan Insurance Company to provide administrative assistance for the self-funded
17 vision plan for 2024,with the option to extend the contract for six(6)additional one(1)year terms; and,
18 WHEREAS,the basic cost for Vision Insurance is not to exceed One Hundred Fifty-Five Thousand
19 Dollars($155,000.00)for 2025,for City employees and their dependents;and,
20 WHEREAS,the contract term for 2025 represents year two(2)of a potential seven(7)year term.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF TIIE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The City Manager is authorized to enter into a contract with Vision Care Service Plan
24 Insurance Company to provide administrative services for the self-funded vision plan for the period of
25 January 1, 2025, to December 31, 2025, for an amount not to exceed One Hundred Fifty-Five Thousand
26 Dollars($155,000.00).
27 Section 2. Funds for this contract are included the 2025 budget line item for Group Vision Insurance
28 accounting unit#210259 and account#53400-S00B329.
29 Section 3. Severability. In the event any portion of this Resolution is declared or adjudged to be
30 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
31 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or
32 unconstitutional was not originally a part of this Resolution.

1 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
2 any provision of this ordinance are hereby repealed to the extent of such conflict.
