RE: Aspen Dental —Site Plan Review Application (11414 W. Markham St.)
Dear Members of the Department of Planning and Development:
Aspen Dental is one of the largest and fastest -growing dental care providers in the U.S. With more than 500
locations in 22 states, their practices offer patients a full range of denture and dental services. Aspen Dental
practices are committed to providing patients with affordable, high -quality care, and they are anxious to become
an active and responsible participant in the local business community within the City of Little Rock.
We have reviewed the zoning regulations and Sign Ordinance, and have had conversations with members of the
City of Little Rock zoning staff to ensure that we fully understand the zoning restrictions and the potential impact
of these restrictions upon this location. Additionally, we have surveyed the signage of other area retail
businesses in close proximity to this site, to ensure that we are proposing signage that is consistent with other
signs in this same zoning district. Based on our review, we are respectfully submitting this request for the
approval of the following improvements:
The addition of (2) wall signs at the East and North elevations. (DM-39 @ 81.55 SF each-- see
elevation drawings provided.)
Per Code, (1) wall sign is allowed at each elevation having street frontage, with the square footage
allowance of each sign not to exceed 10% of the fagade area.
Permitted Sign: The allowed and permitted South/Front Elevation sign facing West Markham Street totals
81.55 SF. 10% of the fagade area=155.82 SF (only 52% of the SF allowance is being utilized)
Proposed signs:
East/Side Elevation facing the West Markham Center driveway entrance —totals 81.55 SF. 10% of the fagade
area =142.5 SF (only 57.23 of the SF allowance would be utilized)
North/Rear Elevation facing the shopping center —totals 81.55 SF. 10% of the fagade area=155.82 SF (only
52% of the SF allowance would be utilized)

NARRATIVE OF OUR VARIANCE REQUEST:
Aspen Dental will occupy approximately 3,500 square feet of a 5,000 square foot, 2-tenant building at 11414
West Markham Street. The building is located in front of Markham West Center between Pizza Hut and TCBY.
They have (3) highly visible building elevations, but only (1) with direct street frontage. The South/Front elevation
faces West Markham Street, the East/Side elevation faces the primary entrance driveway (traffic light controlled)
to the shopping center, and the North/Rear elevation faces the shopping center.
The building sits back approximately 67' from Connector Rd and 72' from the shopping center entrance. There
is a planned entrance off of W. Markham Street, located to the West of the building and adjacent to the second
tenant. There is also a second planned entrance at the North/Rear of the building which is accessible from the
shopping center driveway and Markham West Center parking lot. Patients traveling Eastbound on West
Markham Street (40mph) will have the opportunity to see the tenant pole sign and potentially the Front elevation
signage, and have sufficient time to recognize and safely enter off of Markham Street. However, both patients
traveling Westbound on W. Markham Street and potential patients visiting West Markham Center are better
served by the addition of the (2) new signs at the East & North building elevations that will allow them to see and
navigate from the West Markham Center driveway entrance or parking lot to Aspen Dental's North/ rear
entrance. As many of Aspen Dental's patients are elderly, clear visibility of the office location to allow for their
safe entrance and exit is always a priority.
As part of our due diligence and to ensure our request does not negatively impact the surrounding businesses,
we have surveyed signage in the area and found many that have the same or greater signage that we are
requesting-1+ wall signs with street frontage and 2+ wall signs without street frontage:
Pizza Hut --4 TOTAL WALL SIGNS-2 South/Front signs face West Markham Street; 1 West/Side elevation wall
sign faces the same Shopping Center entrance as Aspen Dental's hereby proposed East/Side elevation sign.
Their North/Rear elevation sign also faces the same Shopping Center parking lot as Aspen Dental's hereby
proposed North/Rear elevation sign.
Outback Steakhouse-- 3 TOTAL WALL SIGNS--1 South/Front sign faces Markham Park Drive; 2 East/West Side
wall signs do not have street frontage
US Bank-- 3 TOTAL WALL SIGNS-1 South/Front sign faces Markham Park Drive; 2 East/West Side wall signs
do not have street frontage
Sherwin Williams-- 2 TOTAL WALL SIGNS-1 North/Front sign faces West Markham Street; 1 South/Rear sign
does not have street frontage
