N. University at"H" Street
The intent of this proposed Planned Commercial Development is to establish a
sensitive plan for the utilization of the 1.73 acre site located on the Northeast
quadrant of North University Avenue at "H";Street. The southernmost 1.0 acre of
the P.C.D. would be owned by the American Cancer Society while the northernmost
0.73 acre would remain for future development by the Little Rock School District.
This proposed P.C.D. limits the activity permitted on the site to "Professional %
and General Office Use". This would prevent the large influx of automobile traffic
and the peak -hour congestion associated with other uses. Ingress and egress to
both sites is accomplished by only two drives intersecting public streets(one on
University and one on "H" Street).
The site is divided on a North/South axis by an unimproved, very unkempt drainage
ditch. This ditch drains the East side of University to Evergreen Street and
beyond. This necessary storm drainage area will be placed in a properly engineered,
underground, storm drainpipe connecting with the existing pipe exiting the property
under "H" Street.
Concern for the many large trees present on the site prompted creative building
siting and an irregular driveway and parking lot configuration. The success of
this effort resulted in the removal of only five existing trees with a greater
than 4" trunk diameter out of a total of twenty on the site. The largest of these
five is but 5" in diameter at the trunk and all are located on the East property
line away form the public vier. In addition, extensive new landscaping will be
placed in the many, large irregular planting areas resulting between buildings,
parking and drives.
The buildings proposed are to be of very attractive and of the highest quality
in both design and construction. They are proposed to be brick with metal(probably
copper)standing seam roofs. Brick color will be warm earthtone shades.
As previously stated, the American Cancer Society would occupy the southernmost
building. This two story structure would house the Arkansas and Pulaski County
Headquarters of this non-profit organization. The building's area would be 14,400
square feet and parking for 50 cars would be provided.

The northernmost building discussed here is a hypothetical one. This P.C.D. defines
the maximum building area(6.000 square feet)and minimum parking spaces(20 spaces)
that could be placed on this site when developed in the future by the Little Rock
School District or others. The specific use and site design would be subject to
review and approval by the Office of Comprehensive PLanning prior to this
development.
This proposed Planned Commercial Development accomplishes exactly, I feel, the
intent of the planned development process. This plan is the best, if not ideal,
utilization of this site. Questions posed during this process by the city staff
helped define this plan. The professional office use minimizes traffic volume,
allows for the least destructive impact on the existing site grades and vegetation,
while adapting a system of stormwater drainage and run-off control. This plan
permits a top quality development to be placed on a very difficult, but very
important , site in harmony with current neighborhood development.

ORDINANCE NO. 15,365
AN ORDINANCE APPROVING A PLANNED UNIT
DEVELOPMENT AND ESTABLISHING A PCD
DISTRICT TITLED AMERICAN CANCER SOCIETY
"SHORT -FORM PCD" (Z-4669-A) IN THE CITY
OF LITTLE ROCK, ARKANSAS, AMENDING
CHAPTER 43 OF THE CODE OF ORDINANCES
OF THE CITY OF LITTLE ROCK; AND FOR OTHER
PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the
following described property be changed from "R-2" Single
Family to "PCD" Planned Commercial District.
Lot 2, Forest Heights Junior High School Addition to
the City of Little Rock (University and "H").
SECTION 2. That the preliminary site development
plan/plat be approved as recommended by the Little Rock
Planning Commission.
SECTION 3. That the change in zoning classification
contemplated for American Cancer Society "Short -Form PCD" is
conditioned upon obtaining a final plan approval from the
Planning Commission within the time specified by Article IX,
Section 9.101 of the Code of Ordinances.
SECTION 4. That the map referred to in Chapter 43-1 of
the Code of Ordinances of the City of Little Rock, Arkansas,
and designated district map be and it is hereby amended to
the extent and in the respects necessary to affect and
designate the change provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall take effect and
be in full force upon final approval of the plan by the
Planning Commission.
