for church use as a sanctuary and ancillary activities.
A. Development Objectives/Historical Background
(1) To provide expanded facilities for the church and
its ministeries. First Baptist Church has
experienced dramatic growth in membership in
recent years. Membership has increased from 2,650
in 1974 to 3,955 in 1985. Since 1983, the Church
has been forced to hold dual Sunday Schools, dual
worship services and remote parking in an attempt
to alleviate crowded conditions. It has been
predicted by their long-range planning committee
that by 1991 the Church would be completely out of
space. Expansion at the present location was
determined to be impractical. The Church has been
at its present location since 1974, when it moved
from a downtown location at 12th and Louisiana
where it was originally established in 1858.
B. Existinq Conditions
This site is located in western Little Rock on 117
acres that is nestled between two residential
developments, Pebble Beach Subdivision on the north and
Windsor Court Towne Homes (condominiums) on the south.
The predominant land uses in the area consist of both
detached single family and attached multifamily
structures. Forming the eastern boundary of the site
is a sliver of land involved in a previous density
transfer (Z-2848-E) and then Hinson Road, a major
arterial street that is planned to connect northward
with Taylor Loop Road, which intersects with State
Highway No. 10. To the west of the site, lies acres of
undeveloped property on which there has been some talk
of future development.`

FOR A FIVE YEAR EXTENSION.
BE IT ORDAILIZED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROC-, ARKANSAS.
SECTION 1. That Ordinance No. 15,015 be amended to
proviae for the extension of a PRD District entitled Firs
Baptist Church PRD to allow filing of the final within five
years of the date of adoption of this ordinance.

RE: First Baptist Campus
Plan Unit Development Zoning Extension
Dear Mr. Greeson:
This letter is to request a five year extension by the City Board of the
Approved Plan Unit Development Zoning for our 117-acre campus on Hinson Road
(approved by the Little Rock City Board in 1985) which will expire in Decem-
ber of this year. First Baptist Church's commitment to the site and the
campus plan is evident by our recent substantial investments in water line
improvements, major road construction on Hinson Road contiguous to our pro-
perty boundary and the sewer line installation across the site.
We are requesting and respectfully request the City Board grant an extension
for five years due to the following reasons:
1. Several outparcels (illegal lots of record) within the parent boundary
are being assembled and the negotiations with these lot owners has caused
some delay;
2. The preliminary design, both engineering and architectural, has been de-
layed due to the changing space program for our church facilities;
3. The start-up schedule for the church construction has been deferred until
the property is debt free, and
4. We are considering possible participation in a pending improvement dis-
trict for road and utility infrastructure which in turn may impact Phase
I improvements.
We appreciate your cooperation to date and believe our request to be reason-
able in light of the reasons as noted herein. If you have any questions or

1. This reclassification issue is before the Board as
follow-up to the action of December 17, 1985. The
primary site of 117 acres was approved as a Planned
Residential District and accessory uses. It was
determined during the course of Planning Commission and
Board review for the primary site that these cleanup
items or island areas be submitted directly to the
Board for ordinance passage.
2. These actions are not involved in the issues of
controversy raised by the neighborhood. These several
sites are internal to the ownership and purchased after
the original approval. This action will clean up all
except 12 of the small islands. These islands will be
acquired and presented at a later date for
reclassification.
STAFF RECOMMENDATION:
Planning staff recommends approval as filed.

NOTICE OF PUBLIC HEARING
On February 18, 1986, at 6 p.m. in the chamber of the Board
of Directors of the City of Little Rock, Arkansas, 2nd
Floor, City Hall, pursuant to the provisions of Chapter 43
of the Code of Ordinances, the Board of Directors will hold
a public hearing on a proposal to amend the Little Rock Code
of Ordinances so as to change the zone classification on the
following property.
Z-4562-A - Property described as: Lots 1-5 of Block
3�ski Highland's Subdivision, Lots 1-24 of Block
20, Pulaski Highland's Subdivision and Lots 1-24 of
Block 17, Pulaski Highland's Subdivision from the
current 11R-2" Single Family District to "PRD" Planned
Residential District.
The area of the affected property is subject to decrease and
the proposed new classification may change the land use to a
more restrictive classification.
All interested parties may appear and be heard at the said
time and place. The application and other pertinent data
are open and available for inspection in the Office of
Comprehensive Planning, Room 305, City Hall, Little Rock.
All interested persons are invited to review the application
in the said office and discuss the details with the Zoning
Administrator.
