Smith & Associates Morse, Inc. 401 Victory Street Little Rock, AR 72201 374-1666 AREA: 27.5 acres NO. OF LOTS: 82 FT. NEW STREET: 4,600 VARIANCES REQUESTED: 1. Waiver of all sidewalks required. 2. Double frontage (Lots 27, 28, 29) 3. Partial street improvements adjacent to Lots 1-4. STAFF REPORT: A. EXISTING CONDITIONS This site is principally located on the eastern slope of a large hill mass, rising from an elevation of 350 feet up to elevations of 410 feet or more. B. DEVELOPMENT PROPOSAL This is a proposal to plat 27.5 acres into a residential subdivision of single family homes. Several variances have been requested. They include a waiver of all sidewalks required, any improvements on Hinson Road, double frontage on Lots 27, 28, and 29, and partial street improvements adjacent to Lots 1-4. 1.. ENGI_NEERING CONSIDERATIONS Recommendations include: 1. Hinson Road should be improved or tied to future development. D. ANALYSIS 0 This is a request for double frontage on the lots mentioned and the partial street improvements adjacent to Lots 1-4. Staff is supportive of a waiver of street improvements for Hinson Road at this point, but not in lieu cash contributions. The applicant should be liable financially for his share of the cost of the improvements. Staff is also suggesting that the applicant make some provision for resolving the ownership of the triangular piece of property adjacent to Hinson Road so that future development of the street will not be jeopardized. E. STAFF RECOMMENDATION Approval, subject to conditions stated above. SUBDIVISION COMMITTEE RECOMMENDATIONS: A lengthy discussion of this plat resulted in the Committee voting: 4 ayes, 0 nays, 1 abstention (Bill Hastings) to recommend approval of the plat and the variances. (Editor's Note: As a follow-up to the conversation on this plat, the Committee accepted a recommendation from Mr. Joe White of Ed Smith Engineers that the City perform a centerline study of Hinson Road in order that the several developments along this street may be properly dealt with by engineers.) PLANNING COMMISSION ACTION: (2-10-81) After a lengthy discussion of the sidewalk and Master Street Plan issues, this plat was deferred until February 24, 1981 (the vote unanimous). (Bill Hastings abstained.) 2 September 19, 1989 SUBDIVISIONS Item No. 1_7_. (Continued,} PLANNING COMMISSION ACTION: (2-24-81) After a lengthy discussion of the sidewalk and Master Street Plan issues, it was determined that a vote on this plat was in order. A motion was made to approve the plat as previously recommended by the Subdivision Committee, except that sidewalks be required along Hinson Road and be waived along all other streets. The motion passed by a vote of 8 ayes, 0 noes, 1 absent and 2 abstaining (Bill Hastings and Robert Wright). STAFF REPORT: This application was approved on February 24, 1981 by the Planning Commission. Also, Subdivision Committee review of this plat on September 7, 1989 resulted in a recommendation of approval. PLANNING COMMISSION ACTION: (September 19, 1989) ..... ..I ......................._.......... _....... The applicant was not present. The Planning Commission briefly discussed this item and placed it on the consent agenda for approval of a one year time extension. A motion to this effect was made and passed by a vote of 9 ayes, 0 noes, 2 absent. 3
