Deck and grade parking ........1,067 spaces

3. ENGINEERING COMMENTS:
(A) A traffic study was requested by the City
Engineer and other developers during a meeting
over a month ago. Without this study, the
Engineering staff will not consider this plan
for a full review at this time.
(B) However, a very short look at a few major items
follows:
i. Redesign main entrance into Dillards off
West Markham to proper standards (Ernie
Peters and Associates are reviewing these
items at this time).
ii. A traffic light on University between Lee
Street and West Markham is not desirable due
to difficulty in progression time with three
lights in one block.
iii. Leave existing access drive open at the
corner of West Markham and University Avenue.
The weaving traffic lane can be redesigned on
the northwest corner to make the intersection
work more efficiently.
iv. The narrow drive north of the proposed
parking deck as well as the narrow, sharp
radius drives around the east end of the
center (new Dillards store) provides for poor
circulation.
14. ANALYSIS:
This submission is viewed as an improvement of
existing facilities. Of course, the major issue
will relate to the traffic flow. The developer
will need to work closely with the City's Engineers
on this issue.
The applicant is planning to tear down an existing
savings and loan building and provide a new office
building in the future and a more northern location
on the site. Staff would like to see some type of
plans for the treatment of .the private drive on the
northern property line.

Indicate whether landscaping or a retaining wall
will be provided. Staff also requests negotiation
of redesign or elimination of the access drive off
Markham through the Engineering Department, in
conjunction with elimination of the First Federal
Building.
5. STAFF RECOMMENDATION:
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
The applicant explained that landscaping would be provided
along the north and agreed to comply with staff's
suggestion.
Engineering will present the results of a traffic study at
the public hearing.
PLANNING COMMISSION ACTION!
The applicant was present. Traffic gave its support to the
project. A motion for approval was made and passed by a
vote of: 11 ayes, 0 noes and 0 absent.
