A. PROPOSAL.
[REQUEST:
This proposal consists of a preliminary plat filing for
13 single family homes. The tract in this application
is one of the few remaining undeveloped in this
residential neighborhood. The, plat proposes to replace
a preliminary plat approved on September 19, 1989 for
Floyd Fulkerson as Carmel Oaks lots.
B. EXISTING CONDITIONS:
This land area is still undisturbed with natural
foliage in place. Construction is occurring along the
perimeter on adjacent streets.

C. ENGINEERING COMMENTS:
Provide Master Street Plan minor arterial right-of-way
if not presently dedicated. Construct sidewalks on
Hinson Road and new street. Provide preliminary
drainage plan, including stormwater detention concept.
Show preliminary design of proposed improvements to
Taylor Loop Creek and indicate if revisions to floodway
are proposed. Dedicate floodway. Show 100-year flood
elevations and minimum floor elevations of affected
lots. Carmel Cove is a street name conflict.
This developer has several past due incomplete
subdivision in this area, and the City is preparing
litigation to enforce outstanding Tri-Party Agreements
for incomplete work. The developer should commit to
provide engineering supervision for all construction.
The developer should pay for new street name sign.
Excavation Ordinance applies.
D. ISSUES/LEGAL/TECHNICAL/UESIGN:
The issue of concern in this area is that the plat
indicates lots on the floodway. These lots should be
eliminated from the plat as one large, tract and
dedicated to the City.
The last item under legal concern would be rezoning for
single family. This property is zoned "MF-6" at the
present time.
E. ANALYSIS:
The Planning and Engineering staffs review of this plat
produced a number of serious concerns which were
pointed out in Items C and D above. We suggest a time
extension of an additional six weeks to allow for
redesign of the plat to meet our concerns.
F. STAFF RECOMMENDATION:
Staff recommends deferral to the January 30, 1990
meeting.

SUBDIVISION COMMITTEE COMMENTS:
(November 30, 1989)
The application was represented by Pat McGetrick. The staff
recommendation was discussed.
Jerry Gardner from Public Works pointed out that
channelizing the floodway has to be approved and preceded by
a hydraulic study. The engineer of the project stated that
the developer has already been working on completing
additional information concerning the floodway. He will
submit them on Thursday of the week before the Planning
Commission meeting.
The only remaining point of discussion had to do with the
two variances as requested by the developer, those having to
do with right-of-way width and sidewalks along Hinson Road.
In the current situation, sidewalks should be required on
Hinson Road. The staff will check the right-of-way for
Hinson Road on the Master Street Plan.
PLANNING COMMISSION ACTION: (December 12•, 1989)
There were no objectors present. The application was
represented by Mr. Pat McGetrick of the McGetrick
Engineering firm. He presented a request that this item be
deferred to January 30, 1990. This would afford the
developer sufficient time to address the concerns of staff
recommendation.
A motion was made to defer the item to the January 30, 1990
Planning Commission meeting in order to permit -Mr. Kelton
Brown additional time to resolve the channelizing floodway
issue. The motion passed by a vote of 10 ayes, 1 nay and
0 absent.
SUBDIVISION COMMITTEE COMMENTS: (January 18, 1990)
Mr. Pat McGetrick was representing the application. He
described the preliminary plat and changes that the
applicant had agreed to make. He indicated that Lots 12 and
13 would be eliminated from plat because of the floodway
issue. He stated that he had met with the Corps. of
Engineers and Public Works to discuss this issue. He agreed
to submit the revised plat with all changes before the
public hearing.

A general discussion followed during which one of the
committee members asked if the bridge under Hinson Road
would need to be improved. Jerry Gardner of the Public
Works department said that the bridge is not a issue if the
floodway will not be relocated.
PLANNING COMMISSION „ACTION: (January 30, 1990)
There were no objectors in attendance. Mr. Pat McGetrick
was present representing this subdivision. Staff
recommended placement of this item on the consent agenda.
After a brief discussion, a motion was made to place this
item, as revised along with recommendation of three waivers,
on the consent agenda for approval. The Public Works
department also requested a street name change, eliminating
the word "Carmel". The developer also agreed to dedicate
Tract A to the city. The motion was made and passed by a
vote of 10 ayes, 0 noes and 1 absent.

NAME: Village Green Subdivision (Also known as "Carmel
Cove")
LOCATION: 2500 Block Hinson Road
DEVELOPER: Kelton Brown, Sr.
REO-UEST.
This applicant proposes to gain approval from the Planning
Commission for a partial waiver of the sidewalk construction
along Hinson Road. The owner has constructed the sidewalk
along Hinson Road as required by the ordinance, except a 75
foot section of the sidewalk which would require a 40x8 foot
head wall over five existing drainage pipes under Hinson
Road.
STAFF REPORT:
The Planning Staff recommends denial of Mr. Brown's request.
SUBDIVISION COMMITTEE MEETING (January 31, 1991)
The applicant agent was present. Staff explained the need
for sidewalk along Hinson Road and encouraged applicant to
present solutions other than concrete reinforcing wall which
could support sidewalk.
Mr. Jerry Gardner, from Public Works, asked Mr. McGetrick to
present different designs for review.
PLANNING COMMISSION ACTION (February 12, 1991)
There were no objectors in attendance. The applicant
requested withdrawal from agenda. After a brief discussion,
the Commission determined it appropriate to place this itme
on the consent agenda for withdrawal without prejudice. A
motion was made to that effect and passed by a vote of 10
ayes, 0 nays, and 1 absent.

C. ENGINEERING COMMENTS:
1. Dedicate Tract "A" to the City of Little Rock as a
floodway.
2. Conform to Detention and Excavation Ordinance.
3. Show minimum floor elevation on floodplain lots.

There are no significant issues attached to this plat.
The only item of concern expressed by both Planning and
Engineering is floodplain line clarification and
dedication of Tract "A" to the City of Little Rock.
E. ANALYSIS:
This plan basically conforms to the ordinance
reauirements.
F. STAFF RECOMMENDATION:
Staff recommends approval subject to the various
comments offered above.
SUBDIVISION COMMITTEE COMMENT: (September 7, 1989)
The application was represented by Mr. Joe White. He
offered a short description of the plat and various elements
of the proposal. There was a general discussion of the
proposal. Mr. White explained that the floodplain is
incorrect and he will provide updated information from the
Corps. of Engineers.

The application was represented by Joe White. Staff
recommended approval subject to Planning Commission approval
of late public hearing notice submittal.
