HomeMy WebLinkAbout22525 1 ORDINANCE NO. 22,525 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 CONTRACT WITH GOVERNMENT,IOBS.COM, INC. D/B/A NEOGOV, 6 TO PURCHASE THE SINGLE SIGN ON SUBSCRIPTION WITH 7 OPTIONS TO RENEW IN AN AMOUNT NOT TO EXCEED FOURTEEN 8 THOUSAND, EIGHTY-NINE AND 95/100 DOLLARS ($14,089.95), PLUS 9 APPLICABLE TAXES AND FEES; AND FOR OTHER PURPOSES. 10 11 WHEREAS,the City of Little Rock,Arkansas("City")utilizes Governmentjobs.com,Inc.,d/b/a/ 12 NEOG("NEOGOV")software for its Human Resources Employment Division;and 13 WHEREAS, NEOGOV is the sole supplier for the Human Resources Software Licenses and 14 related services;and 15 WHEREAS,Little Rock,Ark. Ordinance No.21,821 (December 17, 2019)approved the Human 16 Resources Division NEOGOV Software Services upgrade in an amount not to exceed Seventy Thousand, 17 Seven Hundred Forty-Five and 73/100 Dollars($70,745.73),plus applicable taxes and fees; and 18 WHEREAS, Little Rock, Ark. Ordinance No. 21,994 (May 18, 2021) approved the Human 19 Resources Division NEOGOV Software Services upgrade to include the NEOGOV Learn Program in an 20 amount not to exceed One Hundred Thirty-Five Thousand Dollars($135,000.00),plus applicable taxes and 21 fees; and 22 WHEREAS, Little Rock, Ark. Ordinance No. 22,243 (April 11, 2023) approved the Human 23 Resources Division NEOGOV Software Services upgrade to include the text messaging and the 24 advertising/recruiting on a national database software licenses and services portion of the program, in an 25 amount not to exceed One Hundred Seventy-Five Thousand Dollars ($175,000.00), plus applicable taxes 26 and fees;and 27 WHEREAS,NEOGOV has provided human resources services for the City since 2009;and 28 WHEREAS,because of the City's long history with NEOGOV,it is impractical and unfeasible to 29 submit this contract to a competitive selection process; and,for 30 WAFREAS,the initial term of the contract will be for one(1)year with the option for two(2)one 31 (1)year extensions by mutual agreement. 32 WHEREAS, the cost of the agreement shall be in an amount not to exceed Fourteen Thousand, 33 Eighty-Nine and 95/100 Dollars($14,089.95),plus applicable taxes and fees. [Page 1 of 2] 1 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE 2 CITY OF LITTLE ROCK,ARKANSAS: 3 Section 1. Because only NEOGOV is authorized to provide the software licenses and related 4 services for the NEOGOV solutions the City already uses, the Board declares that it is impractical and 5 unfeasible to submit this matter to a competitive bid process. 6 Section 2. The City Manager is authorized to enter into a service agreement with NEOGOV to 7 purchase the Single Sign On subscription upgrade, in an amount not to exceed of Fourteen Thousand, 8 Eighty-Nine and 95/100 Dollars($14,089.95),plus applicable taxes and fees.The initial term ofthe contract 9 will be for one(1)year with the option for two(2)one(1)year extensions by mutual agreement. 10 Section 3. Funds for the specific agreement authorized by this Ordinance are available from 11 Information Technology accounts: Networking-103030, and Recurring Hardware/Software Maintenance 12 —61350. 13 Section 4. Severability.In the event any portion of this ordinance is declared or adjudged to be invalid 14 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 15 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 16 unconstitutional was not originally a part of this ordinance. 17 Section 5. Repealer.All ordinances and resolutions,and parts thereof,which are in conflict with any 18 provision of this ordinance are hereby repealed to the extent of such conflict. 19 Section 6. Emergency.
