'A. Site Histor
Single Family
This site was previously a part of a plat entitled
McDermott Preliminary, and later changed to Greathouse
Bend, which was approved by the Commission in recent
years. At the time of approval, intense opposition
from the neighborhood was expressed. One concern
expressed was the Pine Valley Road connection which
would allow additional traffic into the Kingwood area.
B. Existinq Conditions
This area for the most part is wooded with rugged
terrain. An existing single family home is on the
property with access being provided by a drive of very
narrow width.
C. Development Proposal
This is a proposal to develop 7.76 acres into 7 lots
for single family use. Access proposed is by 520' of
new street which culminates into a T-shaped turnaround.
D. Engineering Comments
a. Request cul-de-sac, rather than hammerhead
turnaround.
b. Request preliminary street grades and cross
sections.

E. Staff Analvsis
Staff is basically supportive of the concept. It
incorporates an acreage -type lot design and was
prompted by issues pertaining to a previous plat. The
owner of the existing home bought this property from
the McDermott plat so as to have control over the type
of development access to be provided. This plan does
not propose tying into Pine Valley and the smaller lots
as was previously proposed, so neighborhood opposition
should be minimal. Staff felt that design could be
improved if Lots 2 and 3 were redesigned as one lot or
the triangular piece of property is joined with Lot 2.
F. Staff Recommendation
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
Ms. Marie Dugan of Water Works reported that easements were
required for the East 10' of Lot 4,; also, a 20-foot easement
containing portions,of Lots 2 and 3, the easterly line of
which begins 10 feet East of the Northwest corner of Lot 3;
thence extends Southeast to a point 20 feet East of the
Southwest corner of Lot 2; and that portion of Lot 1,
beginning at the Southeast corner of Lot 1; thence westerly
along the North right-of-way of Pine Valley Road 100 feet;
thence northerly at a right angle to the tangent of the curb
to Pine Valley Road to a point on the East of Lot 1; thence
southeasterly along the East line of Lot 1 to the point of
beginning.
Staff stated its concerned over Lot 2 having a street
frontage, but modified its position when the applicant
clarified the design of his plan, indicating a frontage on
Pine Valley Road. He also requested that he be allowed to
leave the drive as a hammerhead instead of cul-de-sac as
requested by the City Engineers.
PLANNING COMMISSION ACTION:
Mr. Joe White represented the developer. A motion in
agreement with the Subdivision Committee's review was made
and passed by a vote of 10 ayes, 0 noes, 0 absent and
1 abstention.
