OF NEW ST.: 9,000 ZONING: "R-2" PROPOSED USES: Single Family VARIANCES REQUESTED: None. A. HISTORY OF THE SITE Proposals relative to this property have been before the Commission on several occasions. In January of 1983, the first preliminary was submitted. In zoning cases occurring earlier this year, portions of the property were rezoned from "R-2" to "C-2" and "MF-18." B. EXISTING CONDITIONS This site is located in southwest Little Rock at the southwest corner of Bunch and Chicot Roads and north of the C.R.I.&P. Railroad. The terrain is mostly flat and tree covered. The tract is currently served by Bunch Road on the north, Coulder Lake Road on the west, Chicot on the east and Castle Valley on the southeast. C. DEVELOPMENT PROPOSAL The applicant is requesting that he be allowed to plat 73.44 acres into 224 lots for single family use. Nine thousand feet (9,0001) of new street will be constructed. No variances have been requested. 144 1 7 0 ' [VISIONS No. 13 - Continued ENGINEERING CONSIDERATIONS 1. Improve Castle Valley Road to residential street standards. 2. Request internal drainage plan be suer it'Led z.o City Engineer. E. STAFF ANALYSIS Staff is basically supportive of the plan, provided that the plat is revised to adjust a few technical requirements. They are: 1. Give some evidence of topography. 2. Clarify a point at which Bunch Road meshes with section line (give radius). 3. Show Caulder Lake Road boundary. 4. Indicate lot numbers. 5. Provide the lot dimensions where needed. 6. Provide proper setbacks from Bunch Road. 7. Provide date on survey. Because of previous rezonings on the site, it appears that some parts may have to be downzoned to accommodate the proposed use. The applicant should address this. F. STAFF RECOMMENDATION Approval, subject to comments made. SUBDIVISION COMMITTEE REVIEW: (Additional Information - Staff reported that the downzoning indicated in the Staff Analysis was no longer an issue.) The applicant submitted a phasing plan which includes 40 lots in the initial development. The Commit_tpe decided to pass this to the Commission without recommendation, subject to a plan complying with seven technical requirements brought out in the Staff Analysis. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. Staff reported that a revised sketch was submitted. Enq:.neer_ing stated that improvements would be required on Bunch Road only where it abuts this property. A motion was made and passed for approval, subject to Engineering comments. The vote was 9 ayes, 0 nays, 1 absent and 1 abstention (Massie abstained). k-
