The provision of a 4-foot planning strip inside the property line along all public streets and a 6-foot wood fence separating residential uses to the south. C. ENGINEERING CONSIDERATIONS 1. Dedicate right-of-way and improve Baseline to minor arterial standards. 2. Complete curb and gutter and radius at north end of Lew Drive. 3. Submit internal drainage plan prior to final plat submittal. D. ANALYSIS This proposal is for site plan review of a multiple building site, which includes a mix of uses such as office, warehouse, mini -warehouse and retail. It is unique in that the site is not currently in the City, but in the referendum area; therefore, it is not within a particular zoning district. The applicant has designed the site plan according to the requirements for the "C-3" District and is requesting that the Commission commit to this designation on the site at this time in order to permit - zoning since it is very likely that the area will become a part of the City. Staff's basic concerns involves four comments. First of all, a properly dimensioned site plan should be submitted. The applicant has failed to show distances between buildings and from buildings to property lines. A vicinity map is also needed. The plan shows the area where residential uses are adjacent to the south as providing a fence and 25-foot setback. The setback area, however, is totally utilized by a drive. At least 15' of natural and/or landscaped area must be provided here. Finally, the applicant should submit a one -lot final plat and initiate a petition with the County Clerk for annexation to the City. E. STAFF RECOMMENDATION Approval, subject to comments made. n SUBDIVISTONS -- Continued SUBDIVISION COMMITTEE REVIEW: The applicant reported that he desired to file a one -lot plat during Phase I of the project and do the required improvements during Phase III. The Committee passes to the Commission, subject to: (1) Submission of a properly dimensioned site plan. (2) Submission of site plan showing at least 15' of natural and/or landscaped area adjacent to residential uses. (3) Submission of one -lot final plat. (4) Initiation of annexation petition. (5) Engineering comments regarding minor arterial improvements and dedication for Baseline, improvements to Lew Drive, and submission of an internal drainage plan. PLANNING COMMISSION ACTION: The applicant was in attendance. No one objected. A motion was made and passed subject to completion of the annexation proceedings and Items 3 and 5 of the Subdivision Committee recommendation. The vote was 10 ayes, 0 noes and 1 absent.
