NEW STREET: 150 ZONING: R-2 PROPOSED USES: Single-family Residential PLANNING DISTRICT: 11 CENSUS TRACT: 24.04 VARIANCES REQUESTED: None STATEMENT OF PROPOSAL: The applicant proposes to modify the existing Sandpiper Creek Addition preliminary plat to re -configure the lot arrangement to provide access to newly acquired property to the south. A 1 1/2 acre portion of the preliminary plat is proposed to be modified to eliminate a cul-de-sac and extend the street to the subdivision boundary. A. PROPOSAL/REOUEST: The applicant requests review by the Planning Commission of a revised preliminary plat of the Sandpiper Addition. The 1 1/2 acre area at the south end of Creekside Drive is proposed to be modified to eliminate the cul-de-sac as originally proposed and to extend Creekside Drive to the subdivision boundary. B. EXISTING CONDITIONS: Sandpiper Addition is currently being developed. A final plat has been filed on the northern portion of the subdivision. Creekside Drive has been constructed to a point just north of the proposed modification. The area is currently wooded and overgrown. November 16, 1993 ITEM NO.: 1 Continued FILE NO.: S-503-N C. ENGINEERING UTILITY COMMENTS: Engineering reports that an updated preliminary plat showing lot dimensions is required. Radii and tangents, street widths, and sidewalks are to be shown. Creekside Drive, which was formerly a minor residential street, not requiring a sidewalk, when extended as planned, becomes a standard residential street where a sidewalk will be required to be constructed. Water Utility reports no objection to the modification — Wastewater reports that a main extension, with easements, will be required. Arkansas Power & Light Co. will require additional easements. ARKLA Gas approved the submittal without comment. Southwestern Hell approved the submittal without comment. The Fire Department approved the submittal without comment. D. ISSUES/LEGAL/TECHNICAL/DESIGN: The preliminary plat is required to provide information on the source of title of the developer. The application is to provide information on average size of lots and minimum lot size, information on the source of water supply and means of wastewater disposal. The preliminary plat is to show the proposed design of streets, sidewalks, etc., which is not shown. The plat is to provide a preliminary storm drainage glan incorporating typical ditch sections. The preliminary plat is to provide bearings and distances on boundary lines and ties to corners. Monument locations are to be shown and identified. The engineering and surveying certifications are to be executed. A Bill of Assurance is to be submitted. The zoning classification of land within the subdivision boundary and of abutting land is to be shown. Where a street terminates at the subdivision boundary, a termination sign is required and a temporary turn -around is to be provided. E November 16, 1993 ITEM NO.: I Continued FILE NO_: 5-503-N A phasing plan needs to be provided to deal with overlapping lots between this modification and the next phase. E. ANALYSIS: Other than completing routine submission requirements, there are no insurmountable problems associated with this specific request. Converting what was going to be a minor residential street serving 38 lots to a standard residential street to serve an additional 74 lots, with future extensions beyond the 74 lots anticipated, and Creekside Drive being the only access, needs to be reviewed. This matter is discussed in the accompanying application for Sandpiper Creek No. 2 Preliminary Plat. F. STAFF RECOMMENDATIONS: Staff recommends approval of the preliminary plat, subject to the deficiencies in the application and plans being corrected. SUBDIVISION COMMITTEE COMMENT: (October 28, 1993) Mr. Ron Tyne with Winrock and Mr. Joe White with White-Daters were present. The deficiencies noted in the discussion outline were presented, and Mr. White indicated that he would provide the information needed. It was explained that the modification to the Sandpiper Creek plat was needed in order to provide access to land to the south which Winrock anticipates developing. After a short discussion, the Committee forwarded the plat to the Commission for review. PLANNING COMMISSION ACTION: (November 16, 1993) Staff presented the item and reported that there are no unresolved issues to be addressed. The item was included on the consent agenda for approval and was approved with the vote of 8 ayes, no nays, 2 absent, no abstentions, and 1 open position.
