ARTSPACE- Little Rock
Dear Brad,
Please find the submitted (18) sets of the site plan and (3) copies of the provided survey included in this
PZD submittal. Please also see the following brief description of proposed development below:
The ARTSPACE - Little Rock project is located in East End at the intersections of College and 8th
Street and Mclean and 7th Street. The vacant land is currently zoned R4A and is within the
Presidential Park Overlay District and we are utilizing the PZD process to adjust the zoning to allow
for flexibility with building setbacks, height restrictions, density and parking constraints in the
same vein as UU development district that exist north and west of the site.
The proposed development consists of the following
Construction of a new mixed -use 4-story building and associated parking. The building will
consist of a ground level parking garage, First level commercial tenant space, offices, gallery
and some studio apartments, Second - Fourth levels are predominantly dedicated to living
spaces. The building will house 72 living spaces for residents. The building has greater
than 40% residential use and therefore we plan to exceed the standard height restriction
outlined in the Presidential Park Overlay District.
• The building will be placed on the site to maximize the property which will reduce the
setback requirements outlined in the Presidential Park Overlay District along 71h Street and
McLean Street.
• The site will feature an outdoor terraced rooftop garden on the east side of the building
which can be accessed from College and McLean Street or from the main building. This is
intended to be an outdoor courtyard that is open to the public and provides space for
additional landscaping to be installed on the site
• The main entrance includes a public porch area with site furnishings at the NW corner of
the site overlooking 7th and McLean.
• On -street parking will provide 32 parallel parking spaces along the new curb and gutter
with minimum 5' sidewalks surrounding the building. An additional 72 parking spaces is
provided on the ground floor level parking garage which is accessed from 7th Street. The
development will adhere to the UU - Urban Use district guidelines for Landscape
improvements.
• Site lighting will be provided along the street frontages
• Storm water detention facilities will be determined and provided, as needed.
■ All water and sewer facilities will be provided from 7th Street.
• We are proposing to abandon an existing alleyway that bisects the site and have
coordinated with the utility authorities for relocation of lines in those areas.
■ Trash facilities will be accessed on the east side of the site and is intended to be housed in
the parking garage.
