3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH ARKANSAS PUBLIC SAFETY
5 SOLUTIONS/MOTOROLA AVIGILON, IN AN AMOUNT NOT TO
6 EXCEED TWO MILLION, ONE HUNDRED FORTY-SIX THOUSAND,
7 FIVE HUNDRED SIXTY-FOUR DOLLARS ($2,146,564.00), PLUS
8 APPLICABLE TAXES AND FEES, TO REPLACE AND INSTALL
9 SECURITY CAMERAS IN VARIOUS CITY FACILITIES; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, the City requests authorization to enter into a contract with Arkansas Public Safety
13 Solutions/Motorola Avigilon to replace 319 Hikvision Security Cameras located in various City facilities;
14 and,
15 WHEREAS, in 2019, the United States Government sanctioned Hikvision due to national security
16 concerns regarding potential access to camera video and data without the owner's knowledge;and,
17 WHEREAS, previously the City of Little Rock had 319 Hikvision Security Cameras located
18 throughout various City Facilities;and,
19 WHEREAS,Little Rock,Ark.,Resolution No. 16,198(December 12,2023)authorized a contract with
20 Arkansas Public Safety Solutions/Motorola Avigilon to begin Phase 1 of the replacement of Hikvision
21 Security Cameras located in Little Rock City Hall,Little Rock Police Department Headquarters, 12th Street
22 Station,Northwest Station, Southwest Station and various Parks locations;and,
23 WHEREAS, due to potential risk to the.City's network, the Information Technology Department
24 recommended the replacement of all remaining Hikvision Cameras located in City facilities; and,
25 WHEREAS, the total contract amount shall not exceed Two Million, One Hundred Forty-Six
26 Thousand, Five Hundred Sixty-Four Dollars ($2,146,564.00), plus applicable fees and taxes, will begin
27 Phase II,including the replacement of cameras at the Fleet Services facilities and additional Parks facilities,
28 as well as the installation of cameras at various Neighborhood Resource Centers, the Information
29 Technology Back-Up Data Center, Planning & Development, the 911 facility, all Little Rock Fire
30 Department Stations, both Murray Park and Riverfront Park and the outside perimeter at the 12th Street
31 Station. In addition,a new detection and screening system will be installed at Little Rock City Hall.
32 WHEREAS,this purchase will made utilizing The Interlocal Purchasing System(TIPS USA),Contract
33 No.220605.

1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2- OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City Manager is authorized to enter into a contract with Arkansas Public Safety
4 Solutions/Motorola Avigilon,in an amount not to exceed Two Million,One Hundred Forty-Six Thousand,
5 Five Hundred Sixty-Four Dollars ($2,146,564.00), plus applicable fees and taxes, for Phase II of the
6 replacement and installation of security cameras at various City facilities.
7 Section 2. Funding for the purchase is allocated in Special Project Account 108129—Si0A237.
8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
12 resolution.
13 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
14. the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
