PROPOSAL RE UEST: Funeral Home and Office Building This applicant proposes to construct a funeral home facility and office building on a 6.9 acre site adjacent to Chenal Parkway and Parkway Place. The site will be developed in two phases. Phase I will consist of the funeral home with 18,500 square feet and 105 parking spaces. Phase II will consists of a two-story office building to house the corporate offices with a total of 22,500 square feet. Phase II will provide an additional 41 parking spaces. There will be three access points to the project which are from Chenal Parkway, West Markham and Parkway Place. B. EXISTING CONDITIONS: This property is on a generally flat tract of ground in an undisturbed state with all surrounding streets being developed to the City standards. C. ENGINEERING COMMENTS: The driveway onto Chenal Parkway should conform to MSP drawing details and dimensions. Provide sidewalk on Chenal frontage, HC ramps at all corners on existing and new walks. ISSUES/LEGAL/TECHNICAL/DESIGN: The following points of information should be dealt with by the engineer and developer. They are as follows: 1. Do you plan to have a monument sale with an outside display? 2. Is this a full service funeral home including crematorium? Explain in cover letter. 3. Explain use of loading dock in office building. 4. Conform driveway onto Chenal Parkway to master street plan drawing the details and dimensions. 5. Reduce spacing between shrubs from 5 feet to 3 feet. E. ANALYSIS• The staff review of this site plan reflects little in the way of problems relating to the use of the property. The several points of information should be dealt with by an engineer before the Planning Commission meeting. F. STAFF RECOMMENDATIONS: Staff recommends approval subject to resolution of the comments raised by Public Works and the Planning Staff. SUBDIVISION COMMITTEE COMMENTS: (JULY 18, 1991) The applicant was present. Mr. Jerry Gardner from Public Works explained that the driveway along Chenal Parkway must be conformed to the standard design in the Master Street Plan. The applicant stated that she has already revised the site plan per the staff recommendation. The question of a sidewalk waiver along Chenal Parkway was raised because a waiver was required. There were several opinions expressed as for the need of sidewalks because of its location and requirement by ordinance. This item will be deferred to the Commission for discussion. 2 July 30, 1991 SUBDIVISION ITEM NO.: Continued FILE NO.: 5-753-5 PLANNING COMMISSION ACTION: (JULY 30, 1991) There were no objectors in attendance. The applicant was represented by the owner. The Planning Commission determined that it was appropriate to place this matter on the Consent Agenda for approval. A motion was made to approve the application as filed with an understanding that Chenal Valley Drive at this location is classified as a rural arterial and sidewalks are not required. The motion passed by a vote of 7 ayes, 0 nays and 4 absent. 01
