3 AN OR NANCE TO DISPSENE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING; TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH ACTION TARGET FOR THE
6 - INSTALLATION OF A RUBBER TRAP BERM AT THE RIFLE AND
7 SHOTGUN RANGE OF THE LITTLE ROCK POLICE DEPARTMENT;
8 TO DECLARE AN EMERGENCY; AND,FOR OTHER PURPOSES.

10 WHEREAS, the Little Rock Police Department has utilized a rubber berm at its pistol range, and
11 found it a very effective way to provide a safer firearm range for use by cadets and officers;and,
12 WHEREAS,the only company that can currently provide such a berm pursuant to a General Services
13 Administration procurement process is Action Target;and,
14 WHEREAS, seized assets funds are available to purchase such a berm for the rifle and shotgun
15 berm at the range at the Little Rock Police Department;
16 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. Because of the availability of such a purchase from Action Target is only available
19 through the General Service Administration GS07F0482Y, and this particular product has proven to be
20 an excellent safety factor at the pistol range of the Little Rock Police Department,the Board of Directors
21 hereby waives the requirements of competitive bidding to make this purchase.
22 Section 2. The City Manager is authorized to enter into a contract with Action Target for the
23 installation of a rubber trap berm at the rifle and shotgun shooting range of the Little Rock Police
24 Department in an amount not to exceed one hundred and fifty-eight thousand dollars($158,000.00).
25 Section 3. Funds for this purchase are available in the LRPD State Asset Forfeiture Fund No.
26 110520-73199.
27 Section 4. Severability. In the event any•title, section, paragraph, item, sentence, clause, phrase,
28 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 ordinance.
32 Section 5.Repealer. All ordinances,resolutions,bylaws,and Memoranda of Agreement between the
33 City and the LRFOP prior to the 2024 Agreement, and other matters inconsistent with this ordinance are
34 hereby repealed to the extent of such inconsistency.

1 Section 6. Emergency. The ability City to provide the safest possible location to practice rifle or
2 shotgun shooting by police officers is essential to the public health, safety,and welfare; an emergency is,
3 therefore, declared to exist and this ordinance is in full force and effect from and after the date of its
4 passage so the vital safety improvements to the rifle and shotgun range are completed at the earlier
5 possible time.
