March 26, 1996 - 4:30 P.M.
The Board of Directors of the City of Little Rock, Arkansas, reconvened from the
March 19, 1996 regular meeting with Mayor Jim Dailey presiding. City Clerk Robbie
Hancock called the roll with the following Directors in attendance: Directors Mason,
Kumpuris, Adcock, Wilson, Hinton, Hodges, Joyce and Wyrick - total 8; Absent -
Directors Sharp and Keck - total 2.
With a quorum present, Mayor Dailey declared the Board of Directors in session
and the proceedings of the meeting are recorded as follows.
(Note: At the March 19, 1996 Board Meeting Mayor Dailey distributed copies of
his letter and a letter from the Hillcrest Neighborhood Association requesting the Waffle
House PD -C, scheduled for April 16, 1996, be deferred for 90 days. See page 8 of
Minutes of March 19, 1996) Mr. Rett Tucker, speaking on behalf of Mr. Randy Smyly,
applicant for the Waffle House Short -Form PD -C (Z -591 - 4941 West Markham
Street) asked the Board of Directors to consider the Waffle House PD -C on April 16,
1996 as scheduled. Mr. Smyly has already agreed to a five week deferral until April 16,
1996, and would like for the Board to stick to that commitment. Mr. Tucker then
withdrew as spokesperson for the Waffle House PD -C. Mr. Smyly was present and asked
that the issue be considered on April 16, 1996. Mr. Paul Crawford, President of Hillcrest
Residents Association, asked for an extension in order to do a thorough study of the Land
Use Plan for that area, stating that six weeks is not adequate time. Director Wyrick asked
if staff could look at the plan and be ready for a staff recommendation by April 16. Mr.
Jim Lawson, Director of Neighborhoods and Planning, stated that staff could not do an in-
depth review by then but could do it in three (3) months. Director Hodges said the Board
delays too much and that Mr. Smyly was entitled to a vote on April 16. A roll call vote
was then taken on whether or not to delay for 90 days as follows: Delay - Directors
Kumpuris and Joyce and Mayor Dailey - total 3: Do Not Delay - Directors Mason,
Adcock, Wilson, Hinton, Hodges and Wyrick - total 6; Absent - Directors Sharp and Keck
- total 2. Therefore, the Waffle House PD -C will be considered on April 16, 1996.
The Board was scheduled to make an appointment to the Little Rock Planning
Commission, but due to the absence of two Directors, the appointment was delayed until
April 2, 1996.
There being no further business to be considered, the reconvened meeting was
adjourned at 4:40 o'clock P.M. with the Board of Directors to meet again in regular
session on Tuesday, April 2, 1996, at 6:00 o'clock P.M.
