3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AGREEMENTS WITH FEDERAL, STATE, COUNTY, AND
5 MUNICIPAL LAW ENFORCEMENT AGENCIES TO EXCHANGE
6 RECORDS MANAGEMENT SYSTEM("RMS")DATA;AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the Little Rock Police Department ("LRPD") is responsible for ensuring public safety
10 within the City Limits of Little Rock;and
11 WHEREAS, the City of Little Rock is periodically asked to participate in agreements that allow
12 participating law enforcement agencies to exchange Records Management System ("RMS") data on
13 individuals who commit crimes in more than one municipality;and
14 WHEREAS,RMS data is the data from police incident reports;and
15 WHEREAS,the City of Little Rock would like to participate in such agreements.
16 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. The City Manager is authorized to enter into agreements with federal, state, county, and
19 municipal law enforcement agencies to exchange Records Management System ("RMS") data on
20 individuals who commit crimes in more than one municipality with approval of both the Mayor and City
21 Manager through the following process.:
22 a. The LRPD has properly applied to enter into the agreement;
23 b. The Chief of Police recommends entering into the agreement; and
24 c. The agreement is signed and kept by the City Clerk.
25 Section 2. If the nature of the agreement is one that the City must take further steps,including but not
26 limited to interlocal agreements,the City Attorney's Office will send for necessary approvals.
27 Section 3. Severabilily. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 4. Repealer.All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
33 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
