3 A RESOLUTION TO AMEND LITTLE ROCK,ARK.,RESOLUTION NO.
4 15,783 (SEPTEMBER 6, 2022), AND LITTLE ROCK, ARK.,
5 RESOLUTION NO. 15,847 (DECEMBER 20, 2022), TO CHANGE THE
6 ALLOCATIONS FOR FOUR (4) PRIMARY INTENDED USES OF A
7 PORTION OF THE SECOND TRANCHE OF THE CITY OF LITTLE
8 ROCK, ARKANSAS, ALLOTMENT OF LOCAL FISCAL RECOVERY
9 FUNDS THROUGH THE AMERICAN RESCUE PLAN ACT; AND FOR
10 OTHER PURPOSES.

12 WHEREAS,on August 3,2021,the Board of Directors of the City of Little Rock,Arkansas("City")
13 adopted Little Rock, Ark., Resolution No. 15,518 and established allocations for the primary intended
14 uses of a portion of the first tranche of American Rescue Plan Act ("ARPA") Local Fiscal Recovery
15 Funds,for appropriate purposes;and,
16 WHEREAS, the City has also received approximately Eighteen Million, Eight Hundred Thousand
17 Dollars ($18,800,000.00) in the second tranche of the allotment of Local Fiscal Recovery Funds through
18 ARPA; and,
19 NOW,THEREFORE,BE ORDAINED BY TILE BOARD OF DIRECTORS OF THE CITY OF
20 LITTLE ROCK,ARKANSAS:
21 Section 1. Section 3 (b)of Resolution No. 15,783 (September 6,2022)is hereby amended to state the
22 intent of the Board of Directors that the Three Million Dollars ($3,000,000) for a Senior Center will
23 instead be spent on employee salaries.
24 Section 2. Section 3 (a) of Resolution No. 15,847 (December 20, 2022) is hereby amended to state
25 the intent of the Board of Directors that the Two Million One Hundred Dollars ($2,100,000.00) for
26 Little Rock Fire Department Capital Needs will instead be spent on employee salaries.
27 Section 3. Section 3 (d) of Resolution No. 15,847 (December 20, 2022) is hereby amended to state
28 the intent of the Board of Directors that the One Million Dollars ($1,000,000.00)to address Drainage
29 Projects as Targeted Community Development will instead be spent on employee salaries.
30 Section 4. Section 3 (e) of Resolution No. 15,847 (December 20, 2022) is hereby amended to state
31 the intent of the Board of Directors that Five Hundred Thousand Dollars ($500,000) of the Seven
32 Hundred Fifty Thousand Dollars ($750,000) to address Infrastructure as Economic Development will
33 instead be spent on employee salaries.

1 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 ordinance.
6 Section 6. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency including, but not
8 limited to Resolution No. 15,783 (September 6,2022)and Resolution 15,847(December 20,2022).
