3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 IMPLEMENT A POLICY HIRING INCENTIVE PROGRAM FOR
5 POLICE OFFICERS; AND FOR OTHER PURPOSES.

7 WHEREAS, the City Manager prepared a Police Officer Hiring Incentive Program that provides a
8 one (1) time incentive payment for Police Officer applicants who successfully complete the Police
9 Academy with the City of Little Rock Police Department and for newly hired lateral hires; and,
10 WHEREAS, the Board of Directors wishes to authorize the City Manager to offer an incentive to
11 Police Officer applicants who successfully complete the Police Academy with the City of Little Rock
12 Police Department and for newly hired lateral hires that is entirely optional;and,
13 WHEREAS,the amount of the incentive shall be $10,000.00 per eligible officer, subject to available
14 funds and budget approval for such use; and,
15 WHEREAS, employees who take advantage of the one (1) time opportunity must remain employed
16 with the City for a minimum of two (2)years. If the Officer is separated from employment with the City
17 for any reason prior to effective date, except as provided herein, or ceases to work for the City in the
18 capacity of a Police Officer,he or she agrees to reimburse the City for the hiring incentive as follows:
19 a. If the Officer ceases to be employed by the City in the capacity of a Police Office for one (1)year
20 after the effective date, he or she shall reimburse the City for one hundred percent (100%) of the hiring
21 incentive in the amount the Officer received.
22 b. If the Officer ceases to be employed by the City in the capacity of a Police Officer after he/she has
23 served in that capacity for one (1) year after the effective date, but less than two (2) years after the
24 Effective date, he or she shall reimburse the City for fifty percent (50%) of the hiring incentive in the
25 amount the Officer received.
26 c.The only exception to this repayment shall be in the event a LRPD Police Officer who has received
27 the Hiring Incentive but must resign for medical reasons, and the resignation has been acknowledged by
28 the City on that basis;and,
29 WHEREAS, the City of Little Rock wishes to recruit Police Officers for the City of Little Rock
30 Police Department.
31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS:
33 Section 1. The City Manager is authorized to implement a Police Officer Hiring Incentive Program
34 to recruit Police Officers for the City of Little Rock.

1 Section 2. Employees who take advantage of the one (1) time opportunity must remain employed
2 with the City for a minimum of two (2)years. If the Officer is separated from employment with the City

16 Section 3. Funds for Police Officer Hiring Incentive Program authorized by this Resolution are
17 available in the Department of Little Rock Police Department budget.
18 Section 4. Severability In the event any portion of this Resolution is declared or adjudged to be
19 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
20 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or
21 unconstitutional was not originally a part of this Resolution.
22 Section 5. Repealer. All ordinances and resolutions,and parts thereof,which are in conflict with any
23 provision of this ordinance are hereby repealed to the extent of such conflict.
