All parking area, whether existing or proposed, and the radius on all drive lanes, curves or turns. 3. All points of ingress or egress to the site or properties and dimensions of drives. All internal existing and proposed vehicular and pedestrian circulation systems. 4. All drives and streets intersecting all boundary streets across from the site are to be indicated and properly dimensioned. 5. Availability of public utilities, indicating the line size and proximity to the site. 6. All on -site fire hydrants, both existing and proposed. 7. All on -site utility systems, both existing and proposed and their easements. 8. All property line dimensions. 9. Existing right-of-way dimensions on abutting streets and all street names clearly delineated. 10. Areas within the development site to be devoted to landscaping.\ 11. Are we to show all utilities (existing and proposed) on the site plan? Our building department submittal usually consists of a demo plan, overall site plan, enlarged site/utility plan, and grading/drainage plan. Should we submit all of these plans to the Planning Commission or just the overall site plan and survey? Also, Kroger is not planning on subdividing the fuel centers. NEW STREET: 0 CURRENT ZONING: C-3 ALLOWED USES: Commercial PROPOSED ZONING: C-3 PROPOSED USE: Retail Fueling Station VARIANCESMAIVERS REQUESTED: None Requested. BACKGROUND: The Planning Commission approved a development plan for the Colony South Shopping Center located on the corner of Geyer Springs and Baseline Roads on January 9, 1969. On April 19, 1994, the Planning Commission reviewed and approved, a modification to the site plan to allow Back Yard Burger restaurant to locate on the northeast portion of the site. A. PROPOSAUREQUEST: The applicant proposes the placement of five gas pump islands on the southwest portion of the site (near the Little Caesars location which will be removed as a part of the development). The applicant is proposing a covered structure which May 9, 2002 SUBDIVISION ITEM NO.: D (Cont.) FILE NO.: S-735-A will be 52' x 155' with a canopy price sign. There will be an 8' x 14' kiosk in the center manned by an attendant. B. EXISTING CONDITIONS: The site, a developed Kroger parking lot, contains an existing Little Caesars Pizza business. The remainder is surface parking. The site sits in a commercial node of Geyer Springs and Baseline Roads with a variety of commercial and office type uses. C. NEIGHBORHOOD COMMENTS: All property owners within 200 feet of the site, all residents within 300 feet of the site who could be identified and the Upper Baseline, Windamere, Cloverdale and the Southwest United for Progress Neighborhood Associations were notified of the Public Hearing. D. ENGINEERING COMMENTS: PUBLIC WORKS CONDITIONS: 1. Baseline Road is classified on the Master Street Plan as a principal arterial. Dedication of right-of-way to 45 feet from centerline will be required. 2. Verify location of centerline of Baseline Road. 3. Property frontage needs to have the sidewalks and ramps brought up to the current ADA standards. 4. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-of-way prior to occupancy. E. UTILITIES AND FIRE DEPARTMENT/COUNTY PLANNING: Wastewater: Sewer available, not adversely affected. ENTERGY: No comment received. ARKLA: No comment received. Southwestern Bell: No comment received. Water: No objection. Fire Department: Approved as submitted. ISSUES/TECHNICAL/DESIGN: Plannina Division: No comment. City Recognized Neighborhood Action Plan: The site is located in an area covered by the Cloverdale / Watson Neighborhood Action Plan. An Action Statement in the plan states "Support non-residential changes in areas shown on the Future Land Use Plan as such". Landscape Issues: No comment. Buildinq Codes: No comment received. G. SUBDIVISION COMMITTEE COMMENT: (March 7, 2002) The applicant was present representing the application. Staff presented the item and noted that additional information was needed on the site plan (canopy elevation, days and hours of operation, number of employees). Public Works comments were presented. Staff indicated the applicant should verify the right-of-way line of Baseline Road and show on the site plan. The Committee determined there were no other issues associated with the application. The Committee then forwarded the item to the full Commission for final action. H. ANALYSIS: The applicant submitted a revised plan addressing most of the issues raised by staff and the Subdivision Committee. The applicant has indicated there will be a canopy sign only. The days and hours of operation will be seven days a week from 6:00 am to 11:00 pm. There will be one employee located at the site. The applicant has indicated items to be sold from the Kiosk to be gas, candy, cigarettes, automobile supplies (oil, brake fluid, etc.). The applicant has addressed the issues raised by Public Works by agreeing to the dedication of right-of-way, verification of the centerline of Baseline Road and commitment to repair or replace any curb and gutter or sidewalk that is damaged in the public right-of-way. 3 May 9, 2002 SUBDIVISION ITEM NO.: D (Cont.) FILE NO.: S-735-A Staff is supportive of the propose applicant has tried to minimize issues on the surrounding parking I. STAFF RECOMMENDATION: d site plan review. With the current design, the the detrimental impacts and minimize future lot and access drives. Staff recommends approval of the proposed Subdivision Site Plan Review subject to compliance with the conditions outlined in paragraphs D, E and F of this report. Staff Report: The applicant submitted a letter requesting this item be deferred to the May 9, 2002 Planning Commission Public Hearing. The reason for the deferral request as stated by the applicant was his failure to notify property owners within 200-feet of the site of the Public Hearing as required by the Planning Commission By -Laws. PLANNING COMMISSION ACTION: (MARCH 28, 2002) The applicant was not present and there were no objectors present. Staff informed the Commission the applicant had made a request for the item to be deferred to the May 9, 2002 Public Hearing. There was no further discussion. The application was place on the consent agenda for deferral as recommended by staff. (S-735-A) There is already massive tragic congestion at Baseline and Geyer Springs and a fuel center at the proposed site would only aggravate this problem and create more of a severe safety hazard. The 2001 Traffic Court performed by the Planning Division of the Arkansas State Highway and Transportation department states there are 26,000 vehicles a day north of Baseline Road on Geyer Springs Road; there are 24,000 vehicles a day on Baseline Road west of Geyer Springs and 21,000 vehicles a day Last of Geyer Springs on Baseline. On April 9, 2002, representatives from Kroger made a presentation to the Upper Baseline Neighborhood Association asking for sapport to allow the placement of a fuel center on the proposed site. Ovine agAin the Association unanimously voted to oppose the proposal. Considering there are 24,000 vehicles a day on west Baseline Road in the proximity of the proposed site; there are already fuel centers on two Corners; it is almasv impossible to make a turn off' Baseline into the Kroger grocery parking lot as it is because of the heavy traffic congestion; and the accident potential at this location is extremely high, the Upper Baseline Neighborhood Association asps for your vote to oppose this site plan review to allow the placement of a fuel center on this site.
