3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REV. CODE § 34-
4 43(b); CHAPTER 34,ARTICLE III (1988),GROUND TRANSPORTATION
5 SERVICE VEHICLES,AND FOR OTHER PURPOSES.

7 WHEREAS, Little Rock, Ark., Rev. Code § 34-42 requires the Board of Directors ("Board") of the
8$ City of Little Rock, Arkansas (City), to hold a hearing to consider proposed changes in Taxi Fare Rates
9 upon the submittal of a proposal for such change to the City; and,
10 WHEREAS,the Board granted WHC Little Rock, LLC,d/b/a zTrip and d/b/a Yellow Cab("WHC")
11 two (2) Operator Permits and sixty (60) Taxicab Permits for the period of January 1, 2024, through
12 December 31,2024,via Little Rock,Ark., Resolution No. 16,170(December 5,2023);and,
13 WHEREAS, WHC has submitted a proposal to the City for proposed changes to Taxi Fare Rates;
14 and,
15 WHEREAS, there is a need to adjust Taxi Fare Rates to accommodate the rising cost of living and
16 increasing fuel costs;and,
17 WHEREAS,the Board last increased Taxi Fare Rates by means of Little Rock,Ark., Ordinance No.
18 20,044(November 3,2008); and,
19 WHEREAS, it has been determined that a modification of Little Rock, Ark.,Rev.Code § 34-43(b) is
20 necessary in order to address this issue.
21 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. Little Rock,Ark.,Rev.Code§ 34-43(b)is hereby amended to read as follows:
24 Sec.34-43.—Rates and Additional Charges.
25 (b) Meter rates shall be used exclusively by all taxicabs, or other demand-response service
26 vehicles, except as otherwise provided in this Section. The minimum or maximum rates
27 (according to class of service) shall apply to all Ground Transportation Service Vehicles
28 permitted or operating within the City limits effective as of the date of this Chapter:
29 (1) Exclusive Ride.
30 a. A taxicab ceiling rate may be charged if posted in the individual taxicab. The
31 ceiling rate may be increased from the initial meter charge at increments
32 established in accordance with this Code.
33 1. Initial meter charge...$3.25 to include the first one-eighth mile
34 2. Each additional one-eighth mile.....$0.32

1 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance, which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 ordinance.
6 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
7 ordinance are hereby repealed to the extent of such inconsistency.
