3 A RESOLUTION TO AUTHORIZE THE MAYOR TO ACCEPT GRANT
4 FUNDS FROM THE NATIONAL EDUCATION ASSOCIATION
5 FOUNDATION, IN THE AMOUNT OF TWO HUNDRED TWENTY-FIVE
6 THOUSAND DOLLARS ($225,000.00), TO SUPPORT THE CITY'S
7 COMMUNITY SCHOOLS INITIATIVE WITH THE LITTLE ROCK
8 SCHOOL DISTRICT; TO AUTHORIZE THE MAYOR AND CITY
9 MANAGER TO EXECUTE ANY AND ALL NECESSARY AGREEMENTS
10 AND OTHER DOCUMENTS FOR THE ADMINISTRATION OF THE
11 GRANT; AND FOR OTHER PURPOSES.

13 WHEREAS,the City of Little Rock,Arkansas("City")and the Little Rock School District("LRSD")
14 have participated together in the Community Schools Initiative since September 2020; and,
15 WHEREAS, the City acknowledges that Grant Funds are available from the National Education
16 Association("NEA")Foundation to support the City's Community Schools Initiative;and,
17 WHEREAS,the City has successfully applied for Grant Funds from the NEA Foundation and they are
18 desirous of awarding Two Hundred Twenty-Five Thousand Dollars ($225,000.00) to the City for this
19 purpose;and,
20 WHEREAS,the City shall enter into a Memorandum of Understanding with LRSD for the Award of
21 Grant Funds from NEA in the amount of Two Hundred Twenty-Five Thousand Dollars($225,000.00);and,
22 WHEREAS, the Board of Directors approval of this NEA Foundation Grant is necessary because,
23 while the City is not putting money into the grant, the City is guaranteeing that it will pay back Two
24 Hundred Twenty-Five Thousand Dollars($225,000.00)should the NEA Foundation, in its sole discretion,
25 determine that the money was not utilized properly;and,
26 WHEREAS,there is no reason to believe that the Grant Funds will not be utilized properly; however,
27 the acceptance of that amount of liability is a policy decision that requires City Board approval;and,
28 WHEREAS, the Grant Funds will be used as follows: 1) One Hundred Five Thousand Dollars
29 ($105,000.00) for Site Coordinators for new Community Schools; 2) Seventy-Three Thousand Dollars
30 ($73,000.00) for a Social Worker at Chicot Elementary School; 3) Forty Thousand Dollars ($40,000.00)
31 for Community Cafés at eight(8)LRSD Community Schools for the 2024-2025 School Year;and 4)Seven
32 Thousand Dollars ($7,000.00) for Professional Development/Site Visits, for a total grant amount of Two
33 Hundred Twenty-Five Thousand Dollars($225,000.00).

NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The Board of Directors of the City of Little Rock authorizes the Mayor to accept Grant
4 Funds from the NEA Foundation to support the City's Community Schools Initiative with the Little Rock
5 School District as follows: 1)One Hundred Five Thousand Dollars($105,000.00) for Site Coordinators for
6 new Community Schools; 2) Seventy-Three Thousand Dollars($73,000.00) for a Social Worker at Chicot
7 Elementary School; 3) Forty Thousand Dollars ($40,000.00) for Community Cafés at eight (8) LRSD
8 Community Schools for the 2024-2025 School Year; and 4) Seven Thousand Dollars ($7,000.00) for
9 Professional Development/Site Visits, for a total grant amount of Two Hundred Twenty-Five Thousand
10 Dollars($225,000.00).
11 Section 2. The Mayor and City Manager and any other necessary City employee are hereby authorized
12 and directed to execute any and all necessary agreements and other documents for the administration of the
13 grant.
14 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
16 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
18 resolution.
19 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
20 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
