A. PROPOSALIREQU_EST:

Residence
This developer proposes a significant increase in expansion of
the existing Cherry Creek preliminary subdivision by the
addition of new lands lying to the south and west. The plat
involved requires two sheets to reflect the lot development
and the street pattern. The lots are compatible with the
adjacent neighborhood of Cherry Creek, and Pointe West
developed somewhat earlier. The lot sizes all range above
the minimum and the design and layout appears to conform to
ordinance standards in most instances.
B. EXISTING CONDITIONS:
The area of land involved in this application remains a
natural undisturbed state, covered with heavy timber and
natural undergrowth. The land is somewhat rolling with
some grade and design problems relative to street location.

C. ENGINEERING] UTILITY COMMENTS:
The Public Works Department states that the preliminary plat
does not meet the requirements of the Master Street Plan. The
plat should be revised to reflect the street alignments
reflected on the plan. Public Works pointed out that the
current Master Street Plan requires Gamble Road to turn
eastward from its current location on the plat, and terminate
at Pointe West with collector standards.
The Little Rock Water Works reports that annexation to the
City of Little Rock will be required in order to obtain water
service to a portion of this plat. Water main extensions will
be required within the necessary easements.
The Little Rock Waste Water Utility reports that sewer main
extension will be required with appropriate easements. A
$12.00 acreage fee will be charged for connection to Hinson
Branch intercepter.
D. ISSUES LEGAL/TECHNICAL/DESIGN:
The Planning staffs review of this plat reflects 11 areas of
involvement that require the attention of the engineer and
owner prior to the completion and execution of the preliminary
plat. They are as follows:
1. A street name conflict with Gilbert Drive in the
southeast quadrant of the plat.
2. A street name conflict for Woodbury within the north
central area of the plat.
3. Sidewalks are required on Brookford.
4. Drainage information into and out of the sites should be
indicated.
5. PAGIS Monumentation should be indicated.
6. Ownership relationship for Tract G should be noted on
the plat.
7. The Master Street Plan issue should be dealt through the
extension of appropriate collector streets or resolution
of a plan change or modification with the City Traffic
Engineers Office.
8. A determination should be made as to the appropriateness
of providing a crossing of the creek to the Wilson
property on the south.

9. Provisions should be made for Southwestern Bell Telephone
easements.
10. Pulaski County Planning reports if this plat remains in
the county, construction permits on each lot within the
floodplain will require their review and approval.
E. ANALYSIS•
The Planning staff and Public Works' review of'this plat
reflects that all of the usual design standards have been met
for a residential plat, given the type of terrain and the
number of lots involved. However, the Master Street Plan
issue is a critical issue to access in this area. In the past
there have been several collector streets on the Master Street
Plan running through this area tying both Kanis and Bowman
through this large residential area. The plan has been
changed over years to a point where the subdivision requires a
final decision as to alignment and connection internal of the
several collectors.
The Traffic Engineers Office should take an active roll in
the determination of the need of the various collectors and/or
modification of the Master Street Plan. Should plan
amendments be necessary an ordinance amendment may be
required. As to the annexation issue pointed out by the
Little Rock Water Works, this is Little Rock Board of
Directors' policy. The plat will require the initiation of an
annexation petition with the county court and acceptance by
the Board of Directors by ordinance prior to this staff
signing a final plat.
F. STAFF RECOMMENDATIONS:
Approval of the preliminary plat subject to the resolution of
the annexation and Master Street Plan issues, and the several
items pointed out in the issues paragraph.
SUBDIVISION COMMITTEE COMMENT:
(NOVEMBER 25, 1992)
The developer, Mr. Ron Tyne, was present representing Winrock.
Mr. Joe White was present representing the engineering firm for
this plat. The issues were discussed briefly. Mr. White and
Mr. Tyne felt like that the issues of the Master Street Plan had
perhaps been dealt with earlier, but they would be willing to work
with the Traffic Engineer to resolve this problem. With no
additional discussion on this plat, the Committee forwarded the
item to the full Commission for final resolution.

NOTE: Mr. Tyne and the Public Works staff met with Planning
personnel to make a final alignment decision. The
meeting was held on December 2, 1992 at the Public Works
Department.
The decision agreed upon by all parties was that the
Gamble Road collector will stop where shown on the plat
which is dated November 12 (as filed). A new north -south
collector will extend along the alignment of Brookford
Drive, thereby allowing a continuation of the Pointe West
Drive collector.
