A. PROPOSAL RE UEST:
This developer proposes the creation of 44 new single family
lots slightly smaller than minimum lot standards for purposes
of providing a housing source for moderate income housing.
The lots are typically 65 to 75 feet in width with slightly
more than 100 feet of depth. A conventional street system is
proposed with 50 feet of right-of-way and 27 feet of pavement.
Access will be by way of Cherry Laurel Drive taking immediate
access to Bowman Road.
B. EXISTING CONDITIONS:
The existing land area is generally undisturbed with much of
the natural foliage in place. Part of this plat perimeter
abuts existing developed phases of this subdivision.
C. ENGINEERING/UTILITY COMMENTS:
Sidewalks will be required on Springridge Drive. Revise the
horizontal radii to 150 feet as required by the Master Street
Plan. No water or sewer comment at this time.

D. ISSUES/LEGAL/TECHNICAL/DESIGN:
1. Denote status of the parcel at the southeast corner,
approximately 70 X 363 feet. Identify the amount of
frontage this parcel has on Bowman Road.
2. Submit the balance of filing detail for the plat. This
consists of indication of Block 4 within the boundary of
this phase. Enter more dimensions to identify lots
within the various blocks. Enter state plane coordinates
on the plat. Tie the plat to a PAGIS Monument. Indicate
adjacent owners' names on the east. Change the title to
revise the preliminary plat. Indicate the boundary
description on this plat common to portions that are
previously recorded. Provide preliminary Bill of
Assurance draft.
3. Indicate the basis for the 15 foot building line on Lot
90 or request a variance.
4. Sidewalks will be required on Springridge Drive. They
should be indicated on the plat.
5. Revise the horizontal radii to 150 feet as required by
the Master Street Plan or request a variance.
E. ANALYSIS•
This preliminary plat presents a typical plat submittal.
There are a number of plat detail items for resolution. The
only issue of consequence is the sidewalk along Springridge
Drive. Staff understands that the engineer of record holds a
different opinion of the ordinance requirement as to whether
this is a minor or standard residential street. Several of
the items identified above are not normally required on a
revised preliminary. This revised preliminary incorporates
additional land that was not previously shown in lots and
streets, therefore, we require more detail.
F. STAFF RECOMMENDATIONS:
Staff recommends approval of the plat subject to resolution of
the several items indicated in our review. We recommend the
installation of sidewalks along Springridge because this is
a continuous street centerline, with a continuous name, of
approximately 1,500 feet.
SUBDIVISION COMMITTEE COMMENT: (OCTOBER 15, 1992)
Mr. Joe White was present as well as Mr. Ron Tyne and represented
Winrock Development Company. Mr. White presented the plat and
offered comments on the staff's recommendation. Mr. White cleared

up several questions of staff concerning building lines and design
issues. Mr. White indicated that he disagreed on the application
of the sidewalk standards. He felt that this street should qualify
as a minor residential.
After a brief discussion, the Committee determined to forward this
item to the full Commission for final resolution.
PLANNING COMMISSION ACTION: (NOVEMBER 3, 1992)
There were no objectors in attendance. Mr. Joe White was present
representing the development. After a brief discussion, the
Planning Commission determined that the several issues on this plat
were in order. The request was placed on the Consent Agenda for
approval as requested, including the three waivers.
The motion to approve the application was approved by a vote of
10 ayes, 0 nays and 1 absent.

ORDINANCE
AN ORDINANCE AMENDING CHAPTER 31 OF THE
CODE OF ORDINANCES OF THE CITY OF LITTLE
ROCK, ARKANSAS PROVIDING FOR A VARIANCE
OF LOT AREA, 15 FOOT BUILDING LINE, MINOR
STREET STANDARD, REQUIREMENTS OF CHERRY
CREEK PRELIMINARY PLAT (S-722-D)
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Chapter 31 of the Code of Ordinances be
amended to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for Cherry
Creek Preliminary Plat (S-722-D) located at Bowman Road and
Cherry Laurel Drive as follows:
Subsection a. That Chapter 31, Section 31-232 be amended
to provide for a reduction of 105 square feet in lot area for
Lot 87 and that Chapter 31, Section 31-256 be amended to provide
for a reduction to 15 feet of the building line on Lot 90 and
that Chapter 31, Section 31-2 definitions be modified to permit
the designation of Springridge Drive as a minor residential
street.
SECTION 2. This ordinance shall take effect thirty (30)
days from and after its passage.
