A. PROPOSAL%REQUEST:
The applicant proposes a large conventional single
family subdivision on lands that will tie Bowman Road
to a developing area off Kanis Road. Numerous
collector streets abut this subdivision. These
collectors are of utmost importance to traffic
circulation in the area.
B. EXISTING CONDITIONS:
The land is variable in elevation from east to west.
The eastern portion containing gentle slopes and
changing to some steeper slopes on the west area of the
plat. The property takes its primary access from
Bowman Road which is an arterial street.

C. ENGINEERING COMMENTS:
1. Indicate sidewalk where code requires or show
exception.
2. Indicate minimum center line street radius at 150'
residential 300' collector and 75' for minor
residential unless waived.
3. Limit street grades on minor, residential and
collectors streets per ordinance.
D. ISSUES/LEGAL/TECHNICAL/DESIGN:
The following points of information should be dealt
with by the Engineer or Developer. These are:
1. The Planning Department has concerns about the
street alignment and correct placement of the
collector street off Bowman Road.
2. Northridge Drive needs to be a collector for the
first 270 feet for future development of Tract B
and C.
3. Check with Public Works for street name conflicts.
E. ANALYSIS•
The Planning Staff, in reviewing this plat, realizes
that the Developer attempts to continue a preliminary,
which was approved on this property at an earlier time.
However, our feeling is that since there are additional
lands involved we should consider this as a new
preliminary plat. This is based upon recent changes in
the master street plan and ordinance requirements.
F. STAFF RECOMMENDATION:
Staff's approval subject to the various comments
offered above.

SUBDIVISION COMMITTEE COMMENT: (April 12, 1990)
Mr. Joe White and Ron Tyne were present representing the
application. The Staff's recommendation was discussed.
Walter Malone of the advance Planning Staff introduced the
collector pattern for the Subdivision. He pointed out that
future development of this neighborhood needs collector
streets connected with Bowman Road.
Jerry Gardner, asked Mr. White to show phasing on the final
plat which would solve traffic problems during the
development.
The Committee then moved to discussion of a connecting
Brookbridge Drive with Bowman Road. Ron Tyne from Winrock
Development Company assured Committee that they will have
additional R/W needed to connect Bowman Road and Brockbridge
Drive before the final plat be filed.
PLANNING COMMISSION ACTION: (April 24, 1990)
The applicant was present. After a brief discussion, the
Commission determined it appropriate to place on the consent
agenda for approval with Developer commitment to future
extension and connection of Brookridge Road with Bowman Road
before the final plat is filed. A motion to that effect was
made and passed by a vote of 9 ayes, 0 noes, 2 absent.
