NEW STREET: 0 ZONING: R-2 PROPOSED USES: Residential (Single Family) PLANNING DISTRICT: 27 CENSUS TRACT: 42.08 VARIANCES REQUESTED: 1. Road Improvements, Curb & Gutter, Sidewalks. A. PROPOSAL/REQUEST: The proposal consists of a large 8.3 acre lot replatting into four (4) smaller lots. This plat as submitted is proposed for single family residence. B. EXISTING CONDITIONS: The site is currently occupied by two residence on Lot 1 and 2. Lots 3 and 4 are currently undeveloped covered with the natural foliage of the area. C. ENGINEERING COMMENTS: Additional R/W on Crystal Valley Road is needed to provide principal arterial standard and 60' R/W for Redbud Lane up to Chicopee. (Indicated on Plat) Required improvements include 1/2 of 60' pavement with curbs and gutters and sidewalk on Crystal Valley Road, 1/2 of 36' pavement with curbs and gutters and sidewalks on Redbud Lane, underground drainage on both streets. 1 May 8, 1990 SUBDIVISION ITEM NO.: A (Continued): D. ISSUES/LEGAL/TECHNICAL/DESIGN: There are no significant issues attached to this replat. The only items pointed out by Engineering Staff has to do with additional R/W dedication and street improvements to meet master street plan. The Owner should be aware that final approval of this plat depends upon the submission of septic tank application to the Health Department and its approval. E. ANALYSIS• The Planning Staff finds no serious fault with this replat subject, however, the additional R/W dedication and street improvements needs to be shown on Plat. One point which the developer has raised on the Waiver Request Form, is that this property is located 2.7 miles from nearest curb and gutters and sidewalks location. F. STAFF RECOMMENDATION: Staff recommends approval subject to resolution of R/W issue, street improvements and Health Department approval. SUBDIVISION COMMITTEE COMMENT: The applicant was represented by Ben Kittler, Jr. The two points that were indicated by the Committee for further review, were the applicant's dealing with the Public Works Department on the street improvements, as to the width and composition of improvements, and Health Department approval of the septic tank application. The applicant indicate that all street improvements cost about $50,000 dollars. A motion was made to the May 8, 1990 meeting. The motion was 9 ayes, 0 noes, 2 absent. PLANNING COMMISSION ACTION: (May 8, 1990) The application was presented by Bertha Bugg and Ben Kittler. The Planning Staff reported that it was appropriate to place this item on the consent agenda for approval subject to the owner dedicating the required right- of-way for Crystal Valley and Redbud Lane with Staff support to waive all street improvements. After a brief discussion the Commission determined it appropriate to place on the consent agenda for approval as recommended by the Planning Staff. A motion to that effect was made and passed by a vote of 11 ayes, 0 noes, 0 absent. 3
