NEW STREET: 0 ZONING: "R-2" PROPOSED USES: Residential PLANNING DISTRICT: Highway 10 (1) CENSUS TRACT: 42.06 VARIANCES. -REQUESTED: 1. Reduction of building setback line on Lot 4 to 25 feet on Hinson Road. 2. Reduction of buffer from the rear line to 10 feet on Lot 4. A. PROPOSAL REQUEST: This owner proposes the replatting of an existing tract of land of approximately two acres into four residential lots. Lots 1, 2 and 3 are located on the southwest side of Hinson Road and Lot 4 is on the northeast side. B. EXISTING CONDTTiONS: The site is currently occupied by a former dwelling which has been used by the owner. Hinson Road, the minor arterial lying in the middle of this site, is under construction at this time. C. ENGINEERING COMMENTS: Hinson Road right-of-way and improvements have been constructed to Master Street Plan requirements. ISSUES/LEGAL/TECHNICAL/DESIGN: The preliminary plat is basically in good form with resolution of the following several items required: 1. AP&L has requested 10 feet of easement on the front of Lot 4. 2. Adjacent subdivision and owner names should be reflected on the plat. 3. Building line on Lot 4 should be turned back to the north after 200 feet. Also, show 10 foot rear building line on the final plat. E. ANALYSIS: The Planning staff finds no serious fault with this preliminary/final plat. However, resolving the several items pointed out in Item D above will be required. The staff also would like to add that all physical improvements are under public project on Hinson Road. F. STAFF RECOMMENDATION: Staff recommends approval of the preliminary/final plat subject to the resolution of the several items pointed out in Item D. SUBDIVISION COMMITTEE COMMENT: (March 1, 1990) Mrs. White and Mr. William Dean, the project engineer, were present representing the application. Mr. Dean described the plat and various elements of the proposal. He indicated that AP&L deleted the 10 foot easement along Lot 4 frontage and put 10 square feet of easement at the corners of Lots 1, 2 and 3. He also pointed out that the staff recommendation presented no serious problem. In a brief discussion, it was determined that a 25 foot building line on Lot 4 and 10 foot rear building line is appropriate for this steep lot. 2 March 13, 1990 SUBDIVISION Item No. 2 Continued PLANNING COMMISSION ACTION: (March 13, 1990) The Planning Commission briefly discussed this preliminary/final plat. Having received assurance from the staff concerning the reduction of the building setback lines, it was determined that this item be placed on the consent agenda for approval. A motion to that effect was made and passed by a vote of 11 ayes, 0 noes, 0 absent. (It was noted for the record that this item will be submitted to the Board of Directors for a variance ordinance to allow the 25 foot front building line and 10 foot rear building line.) u 1 • 3
