RE Request to amend the Master plan for the J.A. Riggs Tractor Subdivision Site Plan (File No 5-662-A)
Dear Ms, James,
The Owners of the J.A. Riggs Tractor Company of 9125 Interstate 30 in Little Rock Arkansas would like to
request an amendment to the previously filed master plan for their site. A copy of the original submittal
completed in 2007 is attached for your reference. The original plan called for a parking lot to be built
over the existing headquarters and maintenance/warehouse building.
The amendment we are requesting is represented in the attached aerial and is limited to the area where
that proposed parking lot was to be built. The plan is to construct a new 12,701 square foot
headquarters and remodel the existing warehouse into a training center. A portion of the original
parking lot as shown on the original plan will be constructed but it will be shifted to the south.
If this acceptable or if more information is required please contact our office.

Attached are four copies of the revised Preliminary Plat for the JA Riggs Tractor
Subdivision. The proof of Notification of property owners is included with this
submission along with a revised preliminary plat drawing. The attached drawing
provides many of the responses to the comments generated by the staff review of the
project. The comments identified by each of the reviewers are addressed below:
Planning Staff Comments:
The dimensions on all proposed street buffers are labeled. The timeframe of the project
was included in the original submittal. The majority of the fencing on the site will be
maintained with a small portion of the proposed fencing will be 6 foot galvanized chain
link with 3 strand security outrigger on top. The areas around outside parts storage will
be 16 foot tall chain link with opaque slats inserted into the mesh. The proposed signage
is attached, but it does not conform to current city requirements and a variance request
has been added with these comments. An attached sheet describes the current signage
designs.
Variance/Waivers:
We would like to add a second variance to our application at this time. Attached are
details of the proposed signage. We would like to add a request to have a variance to
allow for a single 5'x 20 'pole mounted sign and four wall mounted signs with three
being 4' x 6' and one being 4'x 16' along with a small amount of site signage. We are
also still requesting a variance for the reduction in street buffer. The street buffer on the
Interstate Access Road is 30 feet. The street buffer on Chicot Road is 12 feet. The street
buffer on University Avenue is 9 feet.
Public Works Comments.
The sidewalk along Chicot Road has been added to our drawing and will be built. All
necessary City of Little Rock and ADEQ permits will be applied for when designs are
completed and prior to start of construction activities. The proposed location for any
necessary storm water detention has been added to the revised preliminary plat along
with the minimum Finished Floor Elevation. A 25-foot wide access easement has also
been added to the revised preliminary plat.
Utilities and Fire Departinent/County Planning_:
We will comply with Central Arkansas Water's requirements when the utility design is
complete. We will meet with the Little Rock Fire Department and add hydrants where
requested.
Landscape:
The project will comply with the City of Little Rock's Landscape and Buffer Ordinances
in all areas not address in the previously mentioned variance request for reduced street
buffer requirement.
The proposed street buffers have been shown on the revised preliminary plat. The north
portion of the site has been revised to meet the 30 foot landscaped strip requirement
along Interstate 30. A Registered Landscape Architect familiar with the city of Little
Rock ordinances will been retained to develop the landscape, irrigation, and site plans.
They along with the civil engineer, will work with staff so that all concerns are
addressed. The site minimum 9 foot wide landscape strip will be met for the
development and the parking lot has been revised to meet the minimum 8% of paved
areas being landscaped.

Near]), 50 years ago JA Riggs Tractor Company moved from downtown Little Rock and built a modern new facility on a site
fronting a two-lane highway outside the southwest edge of the city. As Little Rock grew this area was annexed into the city, the two-lane
highway became Interstate 30, and more recently road and street modifications through and around the site has shrunk its size from over
40 acres to just 27 now. It is now surrounded on all sides by roads, a majority of them one way. These developments, coupled with aging
facilities, has led Riggs to develop a master plan for a phased redevelopment of the site to be implemented over the next 20 years.
The goals of this redevelopment and changes proposed to meet them are:
GOALS FOR REDEVELOPMENT PROPOSED CHANGES
• Improve access to and from site. • Relocate primary customer access point to University Avenue.
• Improve site security and safety.
• Improve building and site function and appearance.
• Maintain and improve operations during the rebuilding
process.
• Reorient all "customer -facing" operations toward University
Avenue.
• Replace and reposition all onsite signage to direct traffic to new
entrance.
• Customer access to equipment yard limited to drop off & pickup
only. All other traffic diverted around equipment yard.
• All access to equipment yard will be via controlled access gates.
• Employee access and parking separated from customer access,
shipping & receiving, and equipment yards.
• Replace the majority of all existing buildings over the next 20 years.
• Expand and improve landscaping, roads, parking and paving.
• Use buildings to screen equipment service storage areas where
possible.
• Phase development to allow buildings to be replaced with new,
operations relocated, and the old ones demolished after that.
• Relocate operations onsite to maintain or improve operational
efficiencies.
Phase One of this plan primarily consists of a single story tilt -up concrete parts warehouse (52,350 sf.) with an attached two story
office/retail sales space (23,800 so to be built on the east side of the site now used for equipment display. A major relocation of site access
and onsite circulation, paving, parking, and utilities will also occur during this phase. No existing buildings will be removed during this
phase.
Phase Two consists one small wash bay/truck dyno building (6800 so plus an addition on the west side of the Phase One
building. This would consist of a two-story office addition (29,500 so and a single story equipment shop (23,550 so. At the end of this
phase the existing main building that houses existing parts warehouse and equipment service shop will be demolished and replaced by
employee and equipment service parking.
It is anticipated that the building(s) will be built of a combination of tilt -up concrete, conventional steel framing, and pre-
engineered metal buildings systems. Exterior appearances of all buildings will be color coordinated to conform to Caterpillar corporate
identity requirements that consist of a light warm grey overall color with red, black, or Yellow accents. This will be accomplished by using a
combination of low maintenance materials consisting of prefinished steel panels, exterior coating systems, brick, or tile.
The existing site consists of multiple tracts that were annexed into the City many years ago but they have never been rezoned to a
classification that conforms their current or future anticipated use. Parallel to this site review process Riggs is applying to rezone the

property I-2 (Light Industrial). This zoning classification conforms to the City's March 19, 2007 version of the "Land Use Plan (Future)"
that indicates Industrial for these tracts. Little Rock's zoning ordinance, `Sec. 36-320. I-2lioht industrial district,"lists the following:
(1) Permitted uses. Permitted uses are as follows:
pp. Machinery sales and service.
nnn. Tool and equipment rental (inside).
000. Tool and equipment rental (outside).
ppp. Truck or tractor sales or repair.
These permitted uses accurately describe and provided for Riggs current and anticipated use of this site. It is anticipated that if the
site is developed in accordance with Riggs current Master Plan the development will comply with all the requirements set forth in this
zoning classification.
The project as planned, however, may not comply with the landscaped buffer ordinance. Depending on the interpretation, this
ordinance seems to require a landscape buffer 38' wide continuously at the perimeter of the site. Existing site conditions and planned
development make it impossible for Riggs to comply with this ordinance if interpreted this way. Riggs proposes to provide a larger area of
landscaping than is required at the perimeter under this ordinance but needs clarification on whether this buffer may vary in depth from the
minimum of 9' to maximum depth as long as the area provided remains at or above the area of the space if it was 38' deep.
This submittal, a key part of Riggs Master Plan, is the first two phases of this planned redevelopment. At minimum, Phase One will
be implemented immediately upon approval. Phase Two may be built at the same time contingent on project costs. If it is not built at this
time it is anticipated it will be completed within five years. Development of this site further into the future, while anticipated, is outside the
scope of the current submittal.

Outline of Site Zoning Compliance
The following evaluation is based on rezoning the site to I-2 Light Industrial. (Property is I area center of zoning map below)
Zoning Compliance
(Sec. 36-320. I-2 light industrial district.)
The 27.38 acre site is bounded by University Ave on the southeast, the
frontage road on the north & east, and Chicot Rd on the west. It is
bounded by industrial, commercial zoning except for PK/OS designated
zoning on the drainage way bounding the site on the southeast. The
nearest residential property is the Cloverdale subdivision to the southeast
across University Ave and the railroad right of way about 275' at the
closest.
The follow uses for I-2 zoning most closely describe how Riggs uses the
site.
(1) Permitted uses. Permitted uses are as follows.•

nnn. Tool and equipment rental (inside).
000. Tool and equpment rental (outside).
ppp. Truck or tractor sales or repair.
Riggs proposes the following configurations of building setbacks to conform to current I-2 setback regulations:
(e) Area regulations.
(1) Frontyard. There shall be a frontyard having a depth of not less than fifty (50) feet. on University Avenue
(2) Sideyard. There shall be a sideyard on each side of the building having a :vdth of not less than fifteen (15) feet. on Chicot Rd
(3) Rearyard. There shall be a reap yard having a depth not less than twenty-five (25) feet. on Frontage Rd
(4) Lot area regulations. There shall be a lot area o/'not less than fourteen thousand (14,000) square feet. In addition, there shall be a lot width of not less than
one hundred (100) feet. Lot complies
(d) Height regulations. No building bereafter erected or structurally altered shall exceed a height of forty-fzve (45) feet. Buildings will range in height
from 20' to over 35' but in no case higher than 45' limit.
b) Development ciiteiia.
(1) Uses shall beprovided entine� within enclosed buildings. Outdoor storage of equipment, materials or merchandise, however; is allowed provided the} are
screened by a six-foot opaque barrier, except when such merchandise consists of airplanes, automobiles, boats, mobile homes, travel trailers or motor homes,
motorcycles, buses or trucks or wheeled or tacked industrial vehicles. Riggs intends to continue displaying new and used industrial equipment
onsite primarily behind a 6' high chain link security fence. It is understood that the intent of this criteria is to allow open display
of new and used industrial vehicles without opaque barrier. Those areas, such as outside parts storage, this fence will be opaque
to comply with ordinance.
Parking Compliance
(ARTICLE VIII. OFF-STREET PARKINGAND LOADING)
Riggs currently has 250 people working on site and anticipates this may grow to 300 during the next 20 years. Do to the phased nature of
the project employee parking areas will have to be temporarily placed inside the equipment service area during development. At the end of
Phase 2 parking in excess of ordinance will be provided.
The following chart indicates the pre and post development areas and parking required to comply with ordinances.
