'" V' , "fr, — 2024037208 V:•V, '4• m fip ® _ PRESENTED:07-24-2024 11:30:41AM RECORDED:07-24-2024 11:33:54 AM Y a 1'� In Official Records of Terri Hollingsworth Circuit/County Clerk • 1 :',, ", '�'�`-'''' ^.�,` ORDINANCE NO. 22,4/ JLASKI CO,AR FEE$115.00 'i'�i�0 1 i n .�\'') ,,s: 2 ''1+111,1 , ,,,,o‘, 3 AN ORDINANACE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 SOLE—SOURCE CONTRACT WITH LEADSONLINE, LLC, IN AN 6 AMOUNT NOT TO EXCEED SIXTY—FOUR THOUSAND, SIXTY—THREE 7 DOLLARS ($64,063.00), PLUS APPLICABLE TAXES AND FEES, FOR 8 THE INTERGRATION OF THE RMS RECORDS SYSTEM FOR THE 9 LITTLE ROCK POLICE DEPARTMENT; TO DECLARE AN • 10 EMERGENCY; AND FOR OTHER PURPOSES. 11 12 WHEREAS, Little Rock, Ark., Ordinance No. 18,952 (October 7, 2003) was incorporated into City 13 Code 17-178; and, 14 WHEREAS,City Code 17-178 requires all Pawnbrokers, Secondhand Dealers and Scrap Metal Yards 15 to comply with online reporting of transactions; and, 16 WHEREAS, Arkansas State Statute 12-12-103, codified in 2020, requires electronic database record 17 retention; and, 18 WHEREAS, LeadsOnline, LLC, and its database is a single-source collection point for information 19 used in the pawn broker and resale industry; and, 20 WHEREAS, LeadsOnline, LLC, will automate the process of locating stolen items and wanted 21 persons; 22 WHEREAS, the contract cost shall not exceed Sixty-Four Thousand, Sixty-Three Dollars 23 ($64.063.00),plus applicable taxes and fees; and, 24 BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, 25 ARKANSAS. 26 Section 1. The Board of Directors authorizes the City Manager to enter into a sole-source contract with 27 LeadsOnline, LLC, in an amount not to exceed Sixty-Four Thousand, Sixty-Three Dollars ($64.063.00), 28 plus applicable taxes and fees, for the integration of the RMS Records Systems for the Little Rock Police 29 Department. 30 Section 2. Funds for this purchase are available through Little Rock Police Department Administration 31 Software/Hardware, Account No. 105201-61350 32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 33 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 34 adjudication shall not affect the remaining portions of the ordinance, which shall remain in full force and [Page 1 of 2] 1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 2 ordinance. 3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with 4 the provisions of this ordinance are hereby repealed to the extent of such inconsistency. 5 Section 6. Emergency Clause. The ability to have an automated single-source database collection 6 point to for information used by the pawn broker and resale industry is essential to the public health, safety 7 and welfare;an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect 8 from and after the date of its passage. 9 PASSED: July 16,2024 10 • •+.
