NEW STREET: 0 PROPOSED USES: Branch bank 15 SITE PLAN DEFICIENCIES: 1. Dimensions from the north/south primary driveway canopy to the property line should be shown. 2. Street improvements should be specifically reflected for Mabelvale Pike. 3. Specific dimensions on the building should be reflected on the drawing. 4. Site use elements such as auto tellers should be reflected so as to identify all of the driveways and the traffic flow. May 16, 1989 SUBDIVISION Item No. 13 (Continued) A. PROPOSAL/REQUEST: This proposal consists of a new bank building to be constructed by Pulaski Bank and Trust on a single tract of land that is currently occupied by a frame residence. The owner of the property does not desire to subdivide the property at this time but will wait until the occasion of development of the north end of the property to remove the house. The site to be occupied by the bank has been a commercial site for a number of years and has had access from both West 65th and University Avenue. These relationships will be retained. B. EXISTING CONDITIONS: The property involved is primarily a former used car lot. The land is generally flat and has some hard surfacing. The north end of the properties contain a single family dwelling and a number of outbuildings. A unique feature to this site is the frontage on West 65th and South University while at the same time having considerable frontage on Mabelvale Pike. C. ENGINEERING COMMENTS: The State Highway Department must approve the required work on South University. Engineering requires that the developer provide a small amount of improvement along Mabelvale Pike, specifically in the area of the two driveways to the point of turnout on the curbs. D. ISSUES/LEGAL/TECHNICAL/DESIGN: The applicant for this project has worked closely with the Public Works Staff and with Planning over the last several weeks. There are no issues attendant to this proposal. E. ANALYSIS: The Staff view of this project is that it is an appropriate use, location and site plan. There are no concerns relative to land use or effect upon adjacent properties. The redevelopment of a bank site will eliminate several curb cuts now in existence that are closer to the intersection at West 65th than is perhaps proper. F. STAFF RECOMMENDATION: Staff recommends approval of the application. SUBDIVISION COMMITTEE COMMENT: (May 4, 1989) Mr. Jim Mitchell was present representing the applicant. He indicated that he had no problems with the comments of Staff and that he would follow up on those several requirements prior to the hearing date. A brief discussion followed in which Staff and Jerry Gardner of the Public Works Department provided information on the exact location of the improvements to be accomplished on Mabelvale Pike. There being no further discussion, the item was forwarded to the full Commission for final resolution. PLANNING COMMISSION ACTION: (May 16, 1989) The applicant was present. There were no objectors present. A motion was made to approve the application as filed. The motion passed by a vote of 9 ayes, 0 noes, 2 absent.
