B. Proposal
1. The construction of a Taco Bell restaurant in a
commercial shopping center of 4.73 acres.
2. To allow a 15' setback from Cantrell, instead of
the usually required 25'.
3. Construction of 11 additional parking spaces.
C. Engineering Comments
1. Request modification to driveway on Bryant Street
to line up with parking lane. Discuss with
Traffic Engineering at 371-4858.
2. Construct smooth transition along Cantrell Road at
eastern driveway.

D. Analysis
Staff has several concerns regarding the submission.
First of all, it was submitted in preliminary plat
form. A proper site plan with the required dimensions
should be submitted. The name should be changed so as
to prevent conflict with our subdivisions in the City.
The applicant has requested a 15' setback from
Cantrell., The usual policy has discouraged the
granting of bulk and area waivers and the review of
site plans. Staff would like to remain consistent to
this established practice. The applicant should
consider moving the curb cut from Bryant southward,
thereby allowing him to safely shift the proposed
building 10' so as not to interfere with vehicles
turning from Bryant. Staff also was inhibited in its
review of the item due to the applicant's failure to
submit a comprehensive and detailed analysis of the
entire site. The existing/proposed size of the
buildings and parking must be submitted.
STAFF RECOMMENDATION:
Approval, subject to resolution of the issues.
SUBDIVISION COMMITTEE REVIEW:
The applicant agreed to work with Engineering to move the
curb southward and provide a 25' setback, provide the
ad8itional information needed, and change the name of the
plat. Waterworks reported an easement crossing the property
on the corner.
PLANNING COMMISSION ACTION:
The applicant submitted a revised plan that was approved by
Engineering. A motion to approve the plan as revised was
made and passed by a vote of: 10 ayes, 0 noes, 0 absent and
1 abstention.
