PROPOSED USES: Warehouse and Storage
REQUEST:
Site plan review of a multifamily building site.
PROPOSAL:
1. Construction of two warehouse buildings on 4.9 acres.
2. Development according to the following:
(a) Existing Shop A - -- - - 8,472 sq. ft.
(b) Existing Bldg. B -- - - -- 11,023 sq. ft.
(c) Proposed Bldg. C - - -- - 9,000 sq. ft.
(d) Proposed Bldg. D - - - - 9,000 sq. ft.
3. The provision of 20 proposed and 28 existing parking
spaces.
Special Rt uirements_in I-2" Districts
1. There shall be a front yard setback of 50'. See
Analysis.
2. There shall be a side yard on each side of the
building of 151. This plan complies.
3. There shall be a rear yard of 251. The plan does not
comply.

4. There shall be a lot area of 14,000 square feet and a
width of at least 1001. The plan complies.
Engineering Considerations:
(1) Dedicate additional right-of-way on Asher Avenue to
support Arkansas Highway and Transportation Department
(AHTD) plans for improvement on Asher (R-O-W may have
been previously dedicated).
(2) Make an in lieu contribution for street and drainage
improvements on Asher Avenue, consistent with AHTD
plans. Amount of contribution to be deterimined by
City Engineer in consultation with the developer.
(3) Repair or replace damaged curb on Western Hills and
construct standard driveway on Western Hills Street.
This requirement could be tied to Phase II of the
development.
Analysis
Staff has no major problems with the proposal; however, the
site plan should conforin with the "I-2" requirements. A
rear yard of 25' should be dedicated. The plat and site
plan should include a 50' front yard setback on Western
Hills and a 50' setback along Asher since it is a principal
arterial. A full 50' setback along Western Hills will not
be possible because of the intrusion of an existing
building. We concur with Engineering's recommendations for
improvements along Asher and Western Hills.
Staff Recommendation:
Approval, subject to comments made.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. Since
the applicant had not met with Engineering and had not
submitted a proper site plan, the Commission felt that the
item should be deferred until March 15, 1983. A motion to
this effect was made and passed by a vote of 11 ayes,
0 noes, 0 absent.

SUBDIVISIONCOMMITTEERECOMMENDATION: (3-3-83)
The applicant submitted a site plan as requested by the
Planning Commission. A motion was made and passed to
approve the plan, subject to:
(1) An agreement with Engineering regarding in lieu
contributions; and
(2) The filing of a one -lot final plat for dedication of
right -of_ -way.
The motion passed by a vote of: 2 ayes, 0 noes, 3 absent.
PLANNING COMMISSION ACTION:
The applicant was present. Thera_ were no objectors.
Engineering reported that their_ suggestion for an in lieu
contribution for the widening of Asher based on a formula ❑f
$24 per linear foot with curb and gutter, sidewalk and the
wideninq of one lane was $5,596. Since he was not planninq
to take access off Asher, the applicant Proposed that the
contribution be decreased to $2500. The Commission
disagreed.. A motion was made and passed for approval,
subject to an in lieu contribution of $5,586 and the
submission of a one lot Final for dedication of
right-of-way. The motion passed b_v a 9-0-2 vote.
