REQUEST: To revise an approved "PCD" to:
(1) Build a 20' driveway on the east and west sides of the
building.
(2) Construct a 23' driveway on the south side of the
building which would be within 2' of the property line.
(3) To build a 25' canopy on the south side of the

STAFF REPORT:
This is a request to revise an approved "PCD" for a funeral
home to:
(1) Add a •20' driveway on the east and west sides of the
building.
(2) Construct a 23' driveway on the south -side of the
building which will be within 2' of the property line.
(3) To provide a 25' canopy on the south side of the
building.
The reason offered is to provide family cars at the funeral
easy access to the family room and to be parked separate
from others at the funeral service. A minimum of 23' of
parking is needed to have adequate space for two rows of
family cars. The two remaining would be for construction of
a 6' opaque fence. The 25' canopy is needed to provide
protection from inclement weather for members of the family.
The 22' x 26' canopy on the west side is to provide
protection from inclement weather for the pallbearers and
the casket as it is moved from the chapel to the hearse.
ENGINEERING COMMENTS:
None.

The applicant is requested to clarify whether the canopy is
cantilevered or supported by poles, and explain why a 23'
drive is needed. Staff feels that 18' is wide enough for
two cars.
STAFF RECOMMENDATION:
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present, and the plan was reviewed by the
Committee and passed to the Commission.

A. Site History
The subject site currently contains two structures
which have been used as a church and a single family
residence.
B. Development Objective
1. To provide a much needed service to the Southwest
Little Rock residents to provide a development
that maintains established neighborhood character.
C. Proposal
1. Change and zoning of a 3.5 acre site from "R-2"
(single family) to "PCD."
2. The conversion of an existing 5,000 square foot
church building to a funeral home/chapel and the
continued use of a 1,200 square foot single family
residence.

3. New construction includes a 35' x 65' addition to
the rear of the existing church and sufficient
parking to accommodate all cars on site.
D. Engineering Comments
1. Dedicate right-of-way on Geyer Springs Road to
minor arterial standards.
2. Make in -lieu contribution to the street
improvements on Geyer Springs in the amount of
$6,870.
E. Analysis
Staff does not have specific objections to the use of
the property. The submitted plan, however, gives no
indication of a paved improved area for
parking/landscaping. Instead, it shows a gravel drive.
At least 25 parking spaces are required. Please submit
a plan with a parking area and landscaping. Please
provide adequate buffers if abutting areas zoned for
residential.
F. Staff Recommendation
Approval, subject to comments made.
G. Subdivision Committee Review
The applicant agreed to provide the required parking
and submit a revised plan. Since there is an existing
structure on -site, it was determined that the only
screening/buffer required would be a 6' opaque fence
located to screen the activity only.
PLANNING COMMISSION ACTION:
Mr. Kemp Whisenhunt represented the applicant. There were
no objectors. Staff reported that the applicant had
requested that he be allowed to provide a fence on the north
and south sides only if these areas are developed as
residential. This was discussed, and it was determined that
such a condition would be hard to enforce. A motion for
approval was made, conditioned upon: (1) the provision of
250' of fence on the north and south sides and
(2) restriction of use to funeral home only. The motion
passed by a vote of: 9 ayes, 0 noes and 2 absent.
