3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CARSON & ASSOCIATES, IN AN AMOUNT
5 NOT TO EXCEED SEVEN HUNDRED THOUSAND DOLLARS
6 ($700,000.00), FOR THE RENOVATION OF THE SOUTHWEST
7 COMMUNITY CETNER; AND FOR OTHER PURPOSES.

9 WHEREAS,the Parks&Recreation Department has identified improvements that need to be made at
10 the Southwest Community Center as a result of years of deferred maintenance;and,
11 WHEREAS, Little Rock, Ark., Resolution No. 15,783 (September 6, 2022), authorized the primary
12 intended uses of a portion of the second tranche of the City's allotment of State and Local Fiscal Recovery
13 Funds through the American Rescue Plan Act as Expenditures of Lost Revenue on Governmental Services;
14 and,
15 WHEREAS, the City issued Bid No. 2410, and Carson & Associates was selected as the lowest
16 responsive and reasonable bid meeting the specifications of the two(2)bids received;and,
17 WHEREAS,the total contract amount for the renovations to the Southwest Community Center shall
18 not exceed Seven Hundred Thousand Dollars($700,000.00).
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors authorizes the City Manager to enter into an agreement with Carson
22 & Associates, in an amount not to exceed Seven Hundred Thousand Dollars ($700,000.00), for the
23 renovation of the Southwest Community Center.
24 Section 2. Funds are available with American Rescue Plan Act Funds,TREA Southwest Community
25 Center,Account No.271459-G0601 AR45H.
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 resolution.
31 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
