Minor residential classification for Antietam Circle, Johnny Red Circle and the last 350' of Shenandoah Drive A. Site History None. B. Existing Conditions: The land involved is located in an area of southwest Little Rock composed of single family homes. It is currently undeveloped, wooded land that can be described as flat. C. Development Proposal: This is a proposal to develop a tract of 11.02 acres into 35 lots of single family development. 1,400 feet of new street will be provided. Variances requested include: (1) sidewalks of residential January 22, 1985 SUBDIVISIONS Item No. 2 --Continued streets; (2) curb radius on Shenandoah Drive; (3) minor residential classification for Antietam Circle, Johnny Red Circle and the last 350 feet of Shenandoah Drive. The applicant explained that water will be supplied by an extension of the Little Rock Municipal Water Works distribution system. Wastewater disposal will be provided by an extension of the Little Rock Wastewater Utility collection system. The applicant also informally mentioned plans for phasing. D. Engineering Comments: 1. Submit an internal drainage plan to include dentention considerations. 2. Request Antietam Circle be named Antietam Drive, since it is a continuous street section. E. Staff Analysis: Staff does not object to the use of this property as proposed. It is in an area of recently constructed single family homes, so staff views the plat as an extension of the existing type of development in the area. The applicant has requested several variances, and has informally stated plans for phasing. Staff would like to see a phasing plan and some justification for variances submitted, even though it is very unlikely that waivers for sidewalks will be recommended. Also, notice to abutting property owners with tracts of 2.5 acres or greater should be sent. F. Staff Recommendation: Approval of concept with further information provided. at the meeting. G. Subdivision Committee Review: The applicant and his engineer were present. It was decided that he should submit a revised plan reflecting the phasing scheme plan and a note reflecting a commitment of Tract A to single family at this time. January 22, 1985 SUBDIVISIONS Item No. 2 - Continued The variances requested were discussed. It was decided to view the submission as a minor residential subdivision, since there were no through streets, thus permitting the requested waivers including the one for sidewalks. PLANNING COMMISSION ACTION: r The applicant was present. A motion for approval of the revised plan was made and passed by a vote of: 11 ayes, 0 noes and 0 absent.
