PROPOSAL REQUEST: This developer proposes the creation of nine (9) new single family lots adjacent to Westchester Subdivision. The Lot 9 is connected to Lot 12 from Westchester Subdivision, Phase I. i September 19, 1989 SUBDIVISION Item No. 1 Continued _.c....._ - �........— z---- — B. EXISTING CONDITIONS: This site is located in an area that is presently undergoing a significant amount of new single family development. South Fork Taylor Loop Creek abuts this land on the north. Buckingham Drive abuts on the east and Taylor Loop Road on the south. Lot 9 is separated from Lots 1 through 8 and proposed Taylor Loop Road abuts on the southeast. There are no significant structures on the property. C. ENGINEERING COMMENTS: 1. Show method of crossing Taylor Loop Creek. 2. Provide temporary turnaround. 3. Show preliminary street grades and drainage. 4. Provide minor arterial right-of-way and improvements on Taylor Loop Road. 5. Conflict in street name. (Buckingham) D. ISSUES/LEGAL/TECHNICAL/DESI_GN: 1. This plat is attached to a development agreement with the City Park Department. The Parks Director will provide information later on construction of the east side -of the street. 2. Establish exact relationship with 100-year Flood Plan to this plat. Two lines are now indicated. 3. Provide written agreement to build and dedicate the east half of Taylor Loop Road as may be required by #1 above. 4. Staff has questions regarding title of Lot 9. E. ANALYSIS: Staff's review of this preliminary plat reflects little in the way of problems internal to the plat. There are several boundary issues dealing with coordination of Taylor Loop Road, dedication and construction with the City Parks Department. A concern which should be dealt with is the written agreement to the City of Little Rock Parks Department to dedicate right-of-way and build east the half of Taylor Loop Road. 2 September 19, 1989 SUBDIVISION Item No. 1 .............. Approval of the preliminary plat subject to resolution of the comments raised by the Public Works and Planning staffs. SUBDIVISION COMMITTEE COMMENT: (September 7, 1989) ........... . The applicant was represented by Bob Lowe. The staff mentioned that the City Parks Department di.d not provide the written information dealing with construction of the east side of the street. The applicant stated that the City Parks Department agreed to build a low-water bridge and sidewalks on the east side of the street. The Planning staff disagreed with the ar:•plicant. The discussion then moved to the proposed Taylor Loop Road and its incorrect location on the plat. The applicant stated that it is only for graphic information. The applicant also said the plan had been approved in 1988 and the only changes they did were to add one more lot and reduce the lot frontage from 110 feet to 90 feet. There being no other discussion of this item, the matter will be forwarded to the full Commission for resolution. PLANN 1 N_G__C.OMM I_S,S,I ON_AC.T I -ON : (September 1 9 , 1 989 ) The application was represented by Mr. Bob Lowe. Staff recommended approval subject to resolution of sidewalk issues and additional information dealing with construction of the east side of the street by the City Park Department. Staff also mentioned that the City Park Department still did not provide any written explanation of the agreement with the developer. Mr. Bob Lowe, representing the applicant commented on staff's recommendation. He stated that the issues had been resolved with the City Parks Department. A short discussion of the proposal followed with comments from staff, Commissioners and the applicant's representative. The Planning Commission voted to approve the preliminary plat subject to conformation of the agreement with the City Parks Department. The motion was made and passed by a vote of 9 ayes, 0 noes, 2 absent. 3
