Also --
1017 Cumberland is listed as non-contributing, based on its siding (aspahlt, maybe? asbestos?).
HOWEVER, that determination was made in 1988 when we didnt allow any siding. Were that district to be
re-evaluated today under our present siding policy, it would likely be ruled a contributing structure. Our
NR staff couldnt say without seeing plans, what effect the proposed work might have on a re-evaluation
of the property. I hope that's helpful to the commission.
I am also attaching, for your reference, a copy of the city's grant agreement for 02-CLG-05. 1 dont believe
that projects E, F, or G were ever completed If not, then i would like to reprogram those funds to
accomodate Nore's additional costs. So could you please check if the City has renewed in the past year
its memberships in HPAA & QQA. Thanks!
Lastly, dont forget to get those contracts out to Sandra. That work must get underway very soon.

Hey There Folks!
I am happy to be sending you the application for this year's CLG grant cycle. (A hard copy will follow soon.) We
still don't know exactly what the total amount available is going to be. But we at AHPP decided that we shouldn't
wait any longer to get the applications out.
Be sure to complete a separate application & budget form for each proposed grant project. You will notice that
the deadline corresponds with our upcoming quarterly meeting in North Little Rock.
Call me if you have any questions or need ideas!

Subject: Projected maintenance at 1017 Cumberland St
Dear Tony,
Here is the information you have requested. I guess I addressed the 1st email
wrong. With my Dad dying Good Friday things have not been normal around here.
Please forgive any lapses I might have had.
I had contracted with Hanke Bros. after my recent repairs to the back of the house
here at 1017 Cumberland St. in January and February to repair and cover all exposed
wood surfaces with what they call "coil." That is an anodized aluminum to cover the
wood (ie. facia and soffits) as well as any other wood. It will be white to match the
existing paint. It has a lifetime guarantee.
I had taken out a loan of $3900 to cover those costs. Hanke Bros. only has two
divisions, windows and siding. Since it was not windows, it fell under the siding portion
of their company. The request for a building permit was denied for that reason. It
should have been for repairs.
Allstate Insurance made their inspection of the property and cancelled my homeowners
policy as of midnight Dec 24th 2002. 1 have been without insurance since that date and
would like to get this project done so I can get insured.
The coil is manufactured by Norandex/Reynolds. Nomenclature is White Coil. Stock #
9720812480. Each lot # is different for tracking purposes. I will bring a sample of the
coil to the meeting at 5 PM May 1st, 2003.
As a reminder, the houses/apartments across the street have vinly/aluminum siding.
This area is Zoned Commercial.
I certainly do not want to destroy the historical value of the property. 1 graduated with a
degree in History from UALR in 1975. My wife was born in the livingroom of this very
house. From the information I have gotten, the house was built as a barracks building
at the Federal Arsenal in the 1850's (in what is now MacArthur Park) and transported to
the present site in the early 20th Century. My In -Laws rented and then purchased the
house. We extensively remodelled in 1996/97 adding a new 200 amp electrical service,
lowered the ceilings from 12 ft. to 9 ft, added central heat/air, insulated the walls and
ceilings, three ceiling fans and three smoke alarms and an home alarm system. We
replaced all the kitchen appliances, had a new bath installed with a Jacuzzi tub and
purchased two fire extinguishers. We have new washer and dryer and the associated
connections and a new 50 gallon hot water tank. Obviously we like it here and do not
want the historical value depreciated and would also like to get our insurance back.

Tony,
Today myself and AHPP staff visited the sites on the HDC's agenda. We'd like to offer the following comments to
the HDC.
Fowler Square — We find no problems with the proposal as written. We do not feel the proposed changes will
have any negative impact on the historic integrity of the district.
1017 Cumberland — This property is currently listed as a non-contributing structure in the districts National
Register nomination, but that evaluation was based on AHPP's old siding policy. AHPP staff feels, were the
district to be re-evaluated today, this property would likely be found contributing. With that in mind, we think that
the proposed aluminum siding on the front fascia and soffit would constitute a negative impact on historic fabric of
the district. However, we strongly support the owner's efforts to repair the existing woodwork.
1305 Cumberland & 900 Rock -- We hope the property owners and the HDC can work together to bring these
fences into compliance.
2003 CLG grant application -- The Commission may want to consider an architectural survey of MacArthur Park
as a potential grant activity. The most recent survey was 15 years ago. The district has changed in that time, and
so has the level of survey documentation. Also, most CLGs apply for assistance to cover in -state travel costs for
staff training opportnities.
I regret I won't be able to attend on Thursday. I hope these comments are helpful to the Commission.
