A. Site History
This property has been reviewed for use as a flea
market and denied by the Planning Commission twice. It
has recently been the subject of a zoning enforcement
action.
B . Proposal
1. The construction of portable buildings in several
phases on a site containing 4.460 acres.
2. To use one future phase as a nursery.

C. Engineerinq Comments
1. Nursery use in the floodway cannot be approved
without more details of the future phases.
2. Entire site is subject to floodway and floodplain
ordinance.
3. Parking in the floodway can be approved only if
the area meets the elevation 100-year flow
velocity limitations outlined in current
ordinance.
D. Analysis
The Office of Comprehensive Planning agrees with the
City Engineer's question relative to the future phases.
The applicant needs to provide clarification as to what
is planned before approval is granted. The site plan
submitted did not indicate plans for landscaping/
screening. Please provide. Wastewater reports that
there is an easement not shown along University Avenue
for an existing 8" sanitary sewer main.
E. Staff Recommendation
Approval, subject to resolution of the above.
SUBDIVISION COMMITTEE REVIEW:
The issue discussed related to the applicant's plans to
develop a nursery in the floodway. He was advised to get
with Engineering and work out guidelines for the development
of the nursery.
PLANNING COMMISSION ACTION:
Staff reported that the applicant wished to amend the plan
by deleting the nursery and parking in the floodway from the
plan at this time; however, he reserved the right to
resubmit these at a later date. A motion for approval of
the amended plan was made and passed by a vote of: 10 ayes,
1 no and 0 absent.
