EXISTING CONDITIONS (1) Physical Conditions: The site being considered is flat, and currently covered with an abundance of trees and brush. It is located at the southwestern corner of Mabelvale Pike and Chicot Road. Other uses in the area include both single and multifamily residential uses. The area has a rural like _appearance with several similar large, wooded tracts that are zoned multifamily and are also for sale. (2) Public Facilities: All public utilities are in place. The site is served by two minor arterial streets. Mabelvale Pike is constructed with 17' asphalt and Chicot 16' of asphalt, both in fair condition. No curbs and gutters are apparent. (2) Conformance to Ordinance Standards a. Variances: None has been requested. b. Technical Conformance: The site plan is in conformance with submission requirements and meets bulk and area regulations for "MF-18" zoning districts. c. Legal Considerations: None. C. ENGINEERING CONSIDERATIONS The floodplain has been addressed. Proper collector street improvements proposed as shown. No additional requirements. February 15, 1983 SUBDIVISIONS Item No. 11 - Continued _D. ANALYSIS The submitted proposal does not present any problems of significance. Staff is impressed with layout and feels that this will be a good development. The applicant's engineer has worked very closely with the staff, and has thoroughly complied with the submission requirements. The only utility commenting thus far is Water Works, which has requested on -site fire lines, and easements of 15' adjacent to the west right-of-way of Chicot Road, and 10' adjacent to the south right-of-way of Mabelvale Pike. The Fire Department requests a cul-de-sac with a minimum of a 40' radius at the southwest corner since it is a dead-end. E. STAFF RECOMMENDATION: Approval as filed. F. SUBDIVISION COMMITTEE RECOMMENDATION: Mr. Allan Curry, engineer for the project, requested that he would work with Engineering to provide a "T" head in lieu of the cul-de-sac requested by the Fire Department. A motion was made and passed by a vote of 3 ayes, 0 noes, 1 absent, 1 open position. PLANNING COMMISSION ACTION: Staff reported that the applicant had requested that the Commission go ahead and consider the issue even though he nor the developer would be in attendance due to illness. A motion t❑ approve subject to the submission of a revised plan indicating a "T" on the southwest corner. The motion passed by a vote of 11 ayes, 0 noes, 0 absent.
