A. EXISTING CONDITIONS
(1) Ph sical Conditions:
The involved parcel is located in an area that is
rural in character and consists of tracts of land
which have been developed as family type estates.
The ground is flat with single family homes being
the most predominant use. The area was recently
annexed into the City in its present status.
The site to be platted is vacant with what appears
to be a gravel road on the south that serves a
residence at the rear of the property.

DEVELOPMENT PROPOSAL
(1) Project Characteristics:
The plan is to plat 1.25 acres
order that the lot may be sold
owner. It is to be used as a
residence.

The applicant has requested two variances. One is
for a waiver of improvements on Meyer Road since
there is no currently existing curb/gutter
anywhere on Meyer Road. The other is to partial
platting of the ownership, which would include
only this lot.
(3) Legal Consider4tions:
None.
ENGINEERING CONSIDERATIONS
Waiver of improvements is recommended. Requesting
dedication of the 1/2 of 50' right-of-way.
D. ANALYSIS
From the materials submitted, it was difficult to
determine whether or not the gravel road serving the
property at the rear of the parcel is on this property
or an adjacent ownership. Staff concurs with
Engineering's request for dedication, but feels that
the applicant should submit a description of the entire
ownership, so as to determine the nature and extent of
the easement. If the easement serving the property at
the rear is on the lot to be platted, then it must be
dedicated. Water Works expressed a concern with the
lack of right-of-way. They indicated that their need
for collector dedication standards of 1/2 of 60'
right-of-way. Since there are currently no under

the street water mains in the area, they feel that this
requirement would provide them with sufficient space to
lay the mains between the property lines and the
street.
E. STAFF RECOMMENDATION
Approval, subject to:
(1) Submission of description of entire ownership;
(2) Dedication of 1/2 of a 50' right-of-way.
F. SUBDIVISION COMMITTEE RECOMMENDATION:
Mr. Joe White of Edward G. Smith and Associates
represented the applicant. He stated that this lot,
which was sold years ago, represents the extent of the
ownership, and there is no easement on the property.
Since the committee decided that a 50' dedication was
sufficient, the applicant stated that Water Works would
be able to obtain more if it was needed. A motion for
approval was made and passed by a vote of 3 ayes,
0 noes, 1 absent and 1 open position.
PLANNING COMMISSION ACTION:
Mr. Joe White of Edward G. Smith and Associates represented
the applicant. No one objected. Staff reported that the
engineer submitted a plat that showed the easement located
outside of the property line and a dedication of 1/2 of a
50' right-of-way. A motion was made for approval of the
plat and variance of improvements along Raymond Meyer Road.
It passed by a vote of 11 ayes, 0 noes, 0 absent.
