3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,655 (APRIL 5, 2022), TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A SEVEN (7)-MONTH CONTRACT EXTENSION WITH
6 FIVE (5) ORGANIZATIONS, IN A TOTAL AMOUNT NOT TO EXCEED
7 ONE HUNDRED TWENTY-SEVEN THOUSAND, NINE HUNDRED
8 50/100 DOLLARS ($127,907.50), TO PROVIDE NEIGHBORHOOD
9 SAFETY PROGRAMS AND ACTIVITIES TO THE RESIDENTS OF
10 LITTLE ROCK, ARKANSAS, IN AN EFFORT TO REDUCE
11 COMMUNITY VIOLENCE AND INCREASE PUBLIC SAFETY; AND
12 FOR OTHER PURPOSES.

14 WHEREAS,as a result of the COVID-19 Pandemic, there was there has been an increase in criminal
15 activity and the City responded to the Public Health Emergency by providing Community Violence
16 Reduction Services and activities for the benefit of City residents, particularly in areas identified by the
17 Little Rock Police Department as "Hot Spots", e.g. Wards 1, 2, 6, and 7, in an effort to increase positive
18 outcomes and the overall quality of life for the children, youth, and families residing within the City of
19 Little Rock, Arkansas; and,
20 WHEREAS, Bid No. 1490 requested applications for Neighborhood Safety Programs that would
21 become part of the Prevention, Intervention, and Treatment Programs conducted by qualified
22 organizations located anywhere within City Limits;and,
23 WHEREAS, as a result of Bid No. 1490, Neighborhood Safety Programs, eight (8) applications,
24 which met the minimum score for funding consideration, were selected by a Review Committee;and,
25 WHEREAS, at their March 2022 Meeting, the Commission on Children, Youth and Families
26 voted to endorse those contracts contingent upon the approval of the Board of Directors; and,
27 WHEREAS, Little Rock, Ark., Resolution No. 15,655 (April 5, 2022) authorized a one (1)-year
28 contract, with each of the eight(8)organizations; and,
29 WHEREAS, at their March 2024 Meeting, the Children. Youth and Family Commission voted to
30 extend the Neighborhood Safety Contracts for a period of seven (7) months, pro-rating the initial
31 amount(s)awarded accordingly for five(5)of the initial eight(8)programs approved.
32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:
34 Section 1. The Board of Directors authorizes the City Manager to enter into a seven (7)-month

1 contract extension with the following five (5) organizations in an amount not to exceed each
2 organization's pricing proposal amounts listed below:

4 Section 2. Funds for these programs are available from the 2024 Prevention. Intervention and
5 Treatment Funds, YIP Core Programs, Account No. 108159-S 15C577.
6 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period no
7 longer than seven (7) months. The programs will operate between May I, 2024, through December 31,
8 2024, with the final report due on January 31, 2025, with an understanding that the City ratifies, accepts
9 and will compensate any work done between May 1, 2024, and the effective date of the approved, execut-
10 ed contracts.
11 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
12 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to
13 offer similar services to any vendor during 2024 if, in its sole discretion, it decides to do so.
14 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
IS word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
16 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
18 resolution.
19 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
20 with the provisions of Little Rock, Ark., Resolution No. 15,655 (April 5, 2022),are hereby repealed to the
21 extent of such inconsistency.
