HomeMy WebLinkAbout16326 RESOLUTION NO. 16,326 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO SUBMIT 4 THE APPROVED 2024 ANNUAL ACTION PLAN FOR CDBG, HOME 5 AND HOPWA ENTITLEMENT FUNDS TO THE UNITED STATES 6 DEPARTMENT OF HOUSING & URBAN DEVELOPMENT AND TO 7 EXECUTE THE AGREEMENTS WITH THE APPROVED APPLICANTS; 8 AND FOR OTHER PURPOSES. 9 10 WHEREAS, the City of Little Rock, Arkansas (City), has access to Community Development Block 1 1 Grant(CDBG), HOME and HOPWA Funds on an annual basis; and, 12 WHEREAS, the use of these monies mandates that an Action Plan be submitted to the United States 13 Department of Housing & Urban Development (HUD) by November 15, 2023, for the Program Year 14 beginning January 1, 2024, in accordance with Title I of the Cranston-Gonzalez National Affordable 15 Housing Act of 1990; however, HUD is allowing grantees to submit to the HUD Field Offices after 16 November 15,2023, until final grant amounts are determined;and, 17 WHEREAS, the City's CDBG, HOME and HOPWA Entitlement Funds, along with the projected 18 program income for the 2024 Program Year, total Three Million, Five Hundred Eighty-Seven Thousand, 19 Nine Hundred Eighteen and 14/100 Dollars (S3,587,918.14), and was approved by Little Rock, Ark. 20 Resolution No. 16,243 (May 21,2024); and, 21 WHEREAS, after extensive public discussion and citizen participation, including neighborhood 22 meetings,and a public hearing, a plan has been developed for submission. 23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The Board of Directors authorizes the City Manager to submit the 2024 Annual Action 26 Plan for CDBG, HOME and HOPWA Entitlement Funds to the United States Department of Housing & 27 Urban Development, by November 15, 2023, in accordance with the provisions of the Cranston-Gonzalez 28 National Affordable Housing Act of 1990. 29 Section 2. The projected uses of these funds were approved by Little Rock, Ark. Resolution No. 30 16,324 (May 21,2024). 31 Section 3. The Board of Directors authorizes the City Manager to enter into Agreements for 32 Community Development Block Grant (CDBG) Funding with the identified organizations in Resolution 33 16,324.. 34 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or (Page 1 0121 1 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 2 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and 3 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 4 resolution. 5 Section 5. Repealer.
