3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 16,243 (FEBRUARY 20, 2024), THAT APPROVED THE INCLUSIONS OF
5 THE CDBG, HOME AND HOPWA SOURCES AND USES OF THE 2024
6 FUNDS FROM THE UNITED STATES GOVERNMENT IN THE CITY'S
7 ANNUAL PLAN; AND FOR OTHER PURPOSES.

9 WHEREAS,as a part of the Annual Plan which must be submitted to the U.S. Department of Housing
10 & Urban Development("HUD"),the City must suggest the sources of uses of certain funds to be received
11 from HUD; and,
12 WHEREAS, on February 20, 2024, the Board of Directors ("the Board") of the City of Little Rock,
13 Arkansas ("City") approved Little Rock, Ark. Resolution No. 15,243 (February 20, 2024) to include the
14 City's projected 2024 Entitlements total Three Million, Three Hundred Two Thousand, Three Hundred
15 Seventy-Eight Dollars($3,302,378.00),with funds in the amount of Two Hundred Twenty-Two Thousand,
16 Five Hundred Eighteen and 14/100 Dollars($222,518.14)from the 2023 Program added to the entitlements,
17 thereby making the total expected amount Three Million, Five Hundred Twenty-Four Thousand, Eight
18 Hundred Ninety-Six and 14/100($3,524,896.14),and,
19 WHEREAS,the proposed uses of the City's 2024 Entitlement Funds were developed with extensive
20 citizen participation, including two (2) public hearings and four (4) meetings throughout the City and a
21 seventeen (17)-member Consolidated Planning Committee; the Consolidated Planning Committee
22 developed a slate of projects to recommend for Board approval of the proposed uses of the 2024 CDBG,
23 HOME and HOPWA Funding; and,
24 WHEREAS,after public hearings were conducted during the process to allow maximum citizen input;
25 the Consolidated Planning Committee selected projects to be funded during the 2024 Program Year that
26 were presented for approval; and,
27 WHEREAS, the Consolidated Planning Committee has amended its recommendation of the sources
28 and uses allocation of funds to the Board of sources and uses of 2024 CDBG, HOME and HOPWA Funds
29 included in the City's Annual Plan based upon the final HUD allocation as shown in Section 1 below.
30 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:

1 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 resolution.
6 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with Little Rock, Ark.,
7 Resolution No. 16,243 (February 20, 2024),are hereby repealed to the extent of such inconsistency.
