A. EXISTING CONDITIONS
This site is located in what is mainly an industrial
area. The land involved is vacant and bordered on the
south by the Mopac Railroad, on the west by other
industrial uses and Interstate 30, on the east by Bowen
Road and on the north by Mabelvale West Road. 1400' of
a fully constructed 48' street is in place. Another
existing street running east and west is minimally
constructed of asphalt and gravel.
B. DEVELOPMENT PROPOSAL
This plan proposes to develop approximately 140 acres
into a 53-lot industrial subdivision. Lot sizes will
range from 0.6 to 10 acres. Included are plans to
construct 4400 linear feet of 45' street and 2900
linear feet of 36' street. Right-of-way for a future
interchange at I-30 will be reserved.
C. CONFORMANCE TO ORDINANCE
Variances have been requested, however, the plat may
need minor technical revisions such as lot and tract
numbers, etc.

D. LEGAL CONSIDERATIONS
None.
E. ENGINEERING CONSIDERATIONS
1. Improve Mabelvale West Road to minor arterial
standards adjacent to the plat.
2. Dedicate interstate right-of-way as a part of this
platting process. Construct the new frontage road
as shown in the interstate right-of-way. The
interstate right-of-way geometrics must be
approved by the Highway Department. Interstate
right-of-way property must be dedicated and
constructed in conjunction with the final platting
of the adjoining lots.
F. ANALYSIS
The only major issue involved with this plat is whether
or not a portion of the east -west street shall be
closed since there is a parcel of land to the east
which could lose some access. The applicant has stated
that this is not a dedicated street. Even so, it is a
prescriptive right-of-way which the public has used for
years. Staff sees no problem with closing the street
off since the adjacent property will have frontage on
Mabelvale West. A sewer extension to serve this area
will be required and no connections will be allowed
until the new Treatment Plant is completed in
mid-1983.
G. STAFF RECOMMENDATION
Approval, subject to comments made.
H. SUBDIVISION COMMITTEE RECOMMENDATION:
The Committee discussed this matter at length with the
following results:
1 ) The City Engineer and the owner are to meet
and resolve differences over dedication of and
building some of the frontage load on I-30.
2) The Engineer is to document source of the
street dedication to be closed.

3) Provide evidence that abutting owners are not
opposed to closure.
4) The engineer to report on findings at the
meeting on July 13th.
The Committee voted to pass this item to the full
Commission without recommendation. The vote: 4 ayes,
0 noes, 1 absent.
PLANNING COMMISSION ACTION:
Mr. Ronnie Hall represented the applicant. Staff reported
that the applicant had submitted a revised plat reflecting
plans for phasing and the agreement worked out with
Engineering. A letter' from an abutting property -owner who
was unable to attend, was read. Ms. Lillie Thomas stated
that a part of her property would be crossed by entrance and
access ramps from the interstate, thereby making it useless.
After a brief discussion, a motion was made and passed for
approval. The vote was: 9 ayes, 0 noes and 2 absent.
